REQUEST FOR INFORMATION: Holistic Health and Fitness System (H2F) Readiness KitIntroductionIn order to protect our soldiers, and insure their readiness for task, the US Army has developed a fitness measurement system based on 5 domains and an Army wide program called the Holistic Health and Fitness System (H2F)(https://usacimt.tradoc.army.mil/ACFTGuidance.html).The 5 domains are Physical Fitness, Sleep Fitness, Nutritional Fitness, Cognitive Fitness, and Spiritual Fitness. In order to provide the tools for the soldier to be able to train and seek help in all 5 areas, H2F has a responsibility to provide Soldier Performance Readiness Centers for each Brigade level unit supported. The US Army is interested in innovation in the area of construction to allow centers to be deployed to bases. The targeted building facility would encompass 43,189 sq ft with 20ft height.The Army is seeking
information about cost and environmentally conscious innovative building processes including materials, lifespan, maintenance, efficiency, and weather endurance. This is not a solicitation for bid, nor is there a project to apply toward.THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposals or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Data submitted in response to this RFI will not be returned. Information is being requested to inform future requirements for the superconducting digital logic research community and the Government.The Army is specifically looking for information relating to the following:1. Building materials that generate the same or better energy efficiency (asstandardized in the unified facilities criteria (UFCs)(https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc/ufc-3-400-01-c4) asbrick and mortar where the cost of deployment is significantly less expensivethan brick and mortar.2. Unique construction techniques for semi-permanent structures that encouragesustainability and speed of installation.3. Cost savings compared to semi-permanent building maintenance at 25 year lifecycle compared to traditional costs of brick & mortar at 50 year lifecycle. Includesmanufacturer warranty on structure for 25 years.4. Foundation material build out for environmental locations to include uniqueinstallation and cost savings activities. Encourage sustainability and speed ininstallation, modularity is ideal.5. Intelligent utility management for any and all proposed connections (power, gas,water, internet, etc.) will include innovative techniques to reduce maintenanceand draw of utilities from the facility. Large system power generation will conformto standard on-post practices to encourage seamless maintenance transitionfrom manufacturer to installation utility maintenance.The Army is looking to develop knowledge of innovative construction technologies thatwill meet the needs of trainees and instructors and directly supports the Army’s Modernizationstrategy for Soldier Readiness. Improved fitness across the 5 pillars will lead to better soldierson the battlefield and save lives at point of injury.Response Instructions:1. Pleasenote distinctions between foundation vs walls/roof, etc.2. What do you believe would constitute reasonable milestones (time and deliverable) todevelop a demonstrable prototype that incorporates foundation, erection, and functionalcompleteness?3. What maintenance is required for your solution? Who can perform the requiredmaintenance? Is special training or certification/licensing needed?4. What is your estimated schedule for deployment of the facility structure, from bare earthto complete?5. Discuss your approach to actual construction of the facility.6. If offering an off-the-shelf solution, are you familiar with the standards in use by the USARMY and how would you propose to incorporate these standards into the facility?7. Will the proposed structure withstand environmental extremes (bases from Georgia toAlaska, consider wind, rain, snow, etc)?8. What kind of insulation, soundproofing, windows, etc. would you propose?9. Given your experience, what would be your general cost estimate to develop a solutionfor the facility?10. Based on your understanding of H2F and the 5 domains, how would your approachfactor in unique facilities or capabilities toward augmenting H2F goals?11. Describe your approach to indoor partitioning (walls, rooms, hallways, etc.)
