This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor's submission of responses to this RFI or the Government's use of such information. Pursuant to 10 U.S.C. 4022, responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.1.0 Introduction:As a follow on and in coordination with the Office of
Naval Research (ONR) Broad Agency Announcement, N00014-22-S-C007, Program Manager Medium & Heavy Tactical Vehicles (PM MHTV), Marine Corps Systems Command is in the planning stage of identifying a replacement to the Medium Tactical Vehicle Replacement (MTVR). In FY24-26, PM MHTV will execute a competitive prototype phase by awarding Other Transaction Authority (OTA) agreements for Medium Tactical Truck (MTT) prototypes. A Statement of Need (SON) and Top-Level Requirements (TLR) in support of MTT prototypes is included with this sources sought which provides additional technical information. An update to the TLR is anticipated in 4QFY23 at the completion of the ONR base phase.The Government anticipates that up to three vendors will receive agreements for initial designs with options to build prototypes and support Government testing that will inform and refine existing TLR for MTT. PM MHTV is seeking to identify interested vendors who have experience and knowledge with designing and manufacturing medium tactical vehicles or heavy duty class 8 trucks. Initial responses to this RFI will identify those interested vendors. PM MHTV also intends to conduct an industry day in 2QFY23 in support of this effort at which time white papers will be requested that address the SON. Submitted white papers will be evaluated for technical and management approach in the design, building, and test support of MTT prototypes. Based on white paper submissions, selected vendors will be asked to submit proposals for the design phase. A separate announcement will be published for the industry day that will include all applicable details for that event. 1.1 Purpose:This RFI constitutes market research and is not an RFP. The Marine Corps Systems Command is issuing this announcement to:Inform industry of PM MHTV’s intent to conduct competitive prototyping in FY24.Request submission of interested vendor capabilities to design and produce prototypes.Request white papers in support of MTT design, build, and test support phases.The Vendor shall:(First Response) Describe their capability as it relates to their ability to design and produce prototypes for class 8 trucks and/or tactical vehicles.(Second Response) Submit a white paper that addresses their technical approach and management plan for the design, build, and test support of the MTT. Submitted after industry day as described in paragraph 3.0. 1.2 Objective:Data submitted in response to this RFI will be used to assess the marketplace environment for businesses to provide PM MHTV with the support described above, plan for industry day activities later in FY23, and inform industry of PM MHTV’s intent to conduct competitive prototyping. White paper submissions will be evaluated based on technical and management approach. Selected vendors will be invited to submit proposals. 2.0 Requested Information:Interested respondents are requested to provide the information that identifies their capability and support as described in the Introduction listed in paragraph 3.0.3.0 Responses:(First Response) Describe your company’s capability as it relates to your ability to design and produce prototypes for heavy duty class 8 trucks and/or tactical vehicles. Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this RFI via a submission of an executive summary on 8 1⁄2 x 11 paper, no more than four (4) pages in length, using Times New Roman 12 point font. (Second Response) Following the planned industry day, submit a white paper that addresses technical approach and management plan for the design, build, and test support of the MTT. Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond via a submission of a white paper on 8 1⁄2 x 11 paper, no more than twenty-five (25) pages in length, using Times New Roman 12 point font. All responses must include the following information:(1) Name and address of applicant/company (Corporate/Principal Office)(2) Name, telephone number, fax number, and e-mail address of point of contact(3) CAGE Code and UEI Number(4) Business Size (under NAICS 336112)Please be advised that any proprietary information must be marked as such on a page-by-page and paragraph by paragraph basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on this basis. Moreover, the Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary.Please do not submit proposals at this time. The Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. It is industry’s responsibility to monitor the site for the release of any amendment to this announcement; however, if some of the answers to industry’s questions include Controlled Unclassified Information (CUI), only Vendors who have provided the Government with their US Postal mailing address and valid CAGE code will be provided such information.
