Sources Sought ONLY for Draft Disaster Recovery, Mitigation, Policy, and Data Analytics Support Services

This is a Sources Sought Notice. In preparation for an upcoming procurement, the Small Business Administration Acquisition Division, on behalf of the Office of Disaster Recovery and Resilience (ODR&R) is conducting market research to determine potential sources for supporting the Disaster Recovery, Mitigation, Policy, and Data Analytics Support Services. The North American Industrial Classification System (NAICS) code is 541611, Administrative Management and General Management Consulting Services. The size standard for this NAICS codes is $24.5 million. All businesses that are 8(a) Companies are encouraged to respond to this sources sought. The nature of the work to be performed is supporting the Disaster Recovery, Mitigation, Policy, and Data Analytics Support Services, which will provide for Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services - Provide operating advice and assistance on administrative

and management issues. Examples include: strategic and organizational planning, business process improvement, acquisition and grants management support, facilitation, surveys, assessment and improvement of financial management systems, financial reporting and analysis, due diligence in validating an agency’s portfolio of assets and related support services, strategic financial planning, financial policy formulation and development, special cost studies, actuarial services, economic and regulatory analysis, benchmarking and program metrics, and business program and project management. A draft Performance Work Statement (PWS) is provided for informational purposes only. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: (1) General Information: Provide the company name and address, Unique Entity Identifier, i.e., DUNS number, type of business under NAICS code 541611 (e.g. 8(a) as validated via the System for Award Management (SAM), and company point of contact including name, phone number, and e-mail address. (2) Capabilities: In six typed pages or less, demonstrate how your firm has the capabilities to meet the taskings listed in the Draft Performance Work Statement (PWS). (3) Documentation Comments: In order to facilitate the exchange of information with industry, provide any comments, questions, or suggestions that pertain to the draft PWS included with this notice. Firms are welcome to identify any areas that appear ambiguous or otherwise unclear. Interested sources are invited to submit an electronic copy of their Capability Statement to Tracie Gutierrez, Contracting Officer, via e-mail at tracie.gutierrez@sba.gov no later than 1:00 p.m. Eastern on March 11, 2024. Capability Statements and Documentation Comments must be submitted in writing; telephonic inquiries will not receive a response. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by SBA to form a binding contract. Respondents will not receive individualized feedback on any suggestions or questions submitted. No basis for claims against the United States government shall arise as a result of a response to this sources sought or from the United States government's use of such information. Proprietary, classified, confidential, or sensitive information should not be included in your response.
