Staff will be in contact with the firms responding to the RFP once the proposals are received and a determination is made on interviews, if any, that will be held and when. The City anticipates entering into a Professional Services contract after negotiations with the selected firm, based on the selection committee’s ranking of the firms. The City is soliciting a Request for Proposal (RFP) from qualified consultant firms that have experience in fixed asset inspections, inventory and assessment of street, pavement, sidewalk and storm drain conditions and inputting the resulting information
in the Cartegraph Asset Management software. Experience in these types of inspections, assessments and the Cartegraph Asset Management system is an essential criterion for selection. The inventory will be used as the City continues to develop budgeting and Master Plan forecasting abilities.Title VI Solicitation Notice: The City of Banning, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this Request for will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.BackgroundThe City of Banning is strategically located astride Interstate 10 between the Inland Empire and the Coachella Valley in the San Gorgonio Pass. The City, incorporated in 1913, has a rich and colorful history.Initially Banning served as a stagecoach and railroad stop between the Arizona territories and Los Angeles. This history has contributed to the present-day spirit of pioneer resourcefulness and "can do" attitude that is so prevalent in the community.The City of Banning (City) is a rapidly growing community located in the San Gorgonio Pass along Interstate 10 between Los Angeles and Palm Springs. The corporation limits of Banning cover approximately 23.2 square miles serving over 30,000 residents. Banning is a full service general law city, providing typical municipal services, as well as a City owned electric utility, water utility, wastewater utility, transit agency, and airport. The City’s facilities were constructed as far back as the 1920’s. Most of the City’s fixed asset records are currently maintained on an Excel spreadsheet or in a GIS based system, Nobel. These records do not provide sufficient detailed information to properly control, maintain and monitor fixed assets, determine Level of Service (LOS), remaining useful life, replacement costs, etc.These inventory and physical inspection services are required so the information can be entered into the City’s Asset Management system, Cartegraph.The classification of work includes:Transportation: Pavement, Signs, Markings, Supports, Light Fixtures, GuardrailsWalkability: ADA Ramps, Sidewalks, Trees, Signs, Light FixturesStormwater: Pipes, Inlets, Outlets, Catch Basins, Retention Basins, Channels, Culverts, Manholes, Outfalls, Trash Capture DevicesThe City will contract with the selected Consultant to develop a fixed asset inventory, a master maintenance plan, and associated cost analysis for the street and sidewalk networks, storm drain system, and appurtenances. The inventory collection includes geo-locating (GPS data) all the assets on site, condition/age of the assets, creation of a preventative and long-term maintenance schedule/monitoring/recommendations, collection of warranty information if available, including suggested frequencies of maintenance, and an assessment of the condition of the asset. The physical inventory is needed to collect the asset information and then the information will be loaded into the Cartegraph software. The selected firm will receive any asset information the City may have for the street and sidewalk facilities and storm drain plans.
