Sealed bids will be received by Harper College (Owner) on March 25, 2024, at 11:00 AM Central Standard Time (CST) for the Harper College Building V Paving Improvements (project number Q01142) located at 1200 West Algonquin Road, Palatine, Illinois 60067. Bids will be received in the Harper College Purchasing Department, Building A, Room A-217 and will be opened publicly directly following the deadline for receipt of bids. 1. The project includes (but is not limited to) the following: mobilization, site grading, demolition, asphalt paving, and installation of a salt storage structure. B. Harper College reserves the right to reject any or all bids or parts thereof, to waive any irregularities or informalities in bidding procedures and to award the contract in a manner best serving the interest of the College. C. Bidder must comply with the

Illinois Statutory requirements regarding labor, including Equal Employment Opportunity Laws. D. Contractors shall pay not less than the prevailing rates of wages to all laborers, workmen and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12). Bid security in the form of bid bond in an amount equal to 10 percent (10%) of the aggregate of the Base Bid amount and all Alternate Bid amounts shall be submitted with the bid. I. A Performance, Labor and Materials Payment Bonds in the amount of 100% of the Total Contract amount will be required from the successful bidder prior to work on site. J. Bidders shall comply with Business Enterprise Program: Participation and Utilization Plan developed by Harper College. There is a 30 percent aspirational goal on the contract. K. A Non-Mandatory Pre-Bid Meeting will be held on March 13, 2024, at 2:00 PM CST in Building W, Room W-219 at Harper College, 1200 W. Algonquin Road, Palatine, Illinois 60067. L. Bids shall be submitted in an opaque sealed envelope addressed to Harper College, Purchasing Department, Building A, Room A-217, 1200 W. Algonquin Road, Palatine, Illinois 60067. M. No bid may be withdrawn for a period of ninety (90) days after the submission without the consent of the Board of Trustees.
