HHSC will use these Contractors to audit entities including, but not limited to, the Medicaid Claims Administrator, Managed Care Organizations (MCOs), Dental Maintenance Organizations (DMOs), and/or Managed Transportation Organizations (MTOs). Contractors will conduct audits in accordance with the Institute of Internal
Auditor’s International Standards for the Professional Practice of Internal Auditing, and the Government Accountability Office’s Generally Accepted Government Auditing Standards (GAGAS). The intent of this RFQ is to identify and award a pool of Contractors who can provide these services. Awarded Contractors will be issued a Master Contract under this RFQ. HHSC will use these Contracts on an “as needed basis.” Selected Contractors are not guaranteed work except as awarded through the Work Order process defined in this RFQ. Scope of WorkContractors selected as a result of this RFQ will work primarily with HHSC’s Division of Medical and Social Services. Audits may involve onsite visits (field work), desk work, and meetings with HHSC staff in Austin, Texas. Different types of Audits will be performed based on program requirements and risk. These Audits will be identified on a Work Order basis with each Work Order Request including scope of work, individual requirements including deliverables, schedule of services to be performed, estimated value of services to be performed and best value selection criteria. Work Order Requests may include a statement of work that is limited to specialized services.Contract TermHHSC anticipates that the initial duration of any Contract resulting from this Solicitation shall be for a period of four (4) years with an option to extend for (1 year). Following the base term and any allowable extensions, HHSC may extend any resulting Contract for the purpose of completing a new procurement, and/or to transition to a new vendor, if necessary, to avoid interruption in HHSC services. Individual Work Orders issued during the term of a resulting Contract may survive the termination or expiration of this Contract and may be extended for the purpose of completing any Work authorized thereunder. Optional/Mandatory Pre-proposal Conference HHSC PCS will hold the pre-proposal webinar on the date and time set out in Section 3.1 (Schedule of Events).
