INVITATION FOR BIDS The Redevelopment Authority of the County of Washington (RACW) will receive bids for the CARROLL AND SOUTH FRANKLIN DEMOLITION PROJECT NOS. CD 23-02 and CD 23-17 until 10:00 A.M., prevailing time, on February 28, 2024 at its office, Courthouse Square, Room 603, 100 West Beau Street, Washington, Pennsylvania 15301, at which time and place all bids will be publicly opened and read aloud. Bid documents are available electronically at no charge by emailing redevelopment@racw.net or calling 724-228-6875. Hard copies are available at RACW, 100 West Beau Street, Room 603, Washington, PA 15301 for a non-refundable payment of $35.00, or mailed for a payment of $42.00. Checks will be payable to RACW. Only bid documents received from RACW will be accepted. Each bid shall be accompanied by a bid guaranty, which shall not be less than ten percent (10%) of the total amount of the bid. The form of the guaranty shall be
in accordance with the type permitted under the contract documents. SBE, MBE, WBE and Section 3 businesses are encouraged to bid. Standard contract provisions of the U.S. Department of HUD Act of 1968, as amended, and the U.S. Department of Labor for CDBG apply to this project, including Federal Prevailing Wage Rates, Civil Rights, EO 11246, EO 11625, Affirmative Action, Section 3 Requirements, Federal Public Works, Section 504 of the Rehabilitation Act of 1973, together with all Standard Provisions of CDBG Programs. Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The Redevelopment Authority of the County of Washington reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Redevelopment Authority of the County of Washington for a period not to exceed forty-five (45) days from the date of opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the contract. In no event will the Redevelopment Authority of the County of Washington consider a contractor as eligible if he cannot initiate the work under the contract within fifteen (15) days of the contract execution and proceed to the successful completion of the work within sixty (60) consecutive calendar days of the Notice to Proceed.
