--Requirement for Meeting Rooms and Audio Visual

SYNOPSIS The U.S. Department of Energy, Office of Inspector General (OIG), Office of Audits and Inspections (IG-30) and Office of Investigations (IG-20) plans to contract with the El Conquistador Tucson, a Hilton Resort for conference space in a central location to meet Government Auditing Standards and Council of Inspectors General for Integrity and Efficiency Quality Standards for continuing professional education (CPE) required training requirements of audit and inspection staff as well as CIGIE Quality Standard for Investigations training requirements for investigation personnel. The requirement is for meeting and hotel arrangements, and audio-visual aid for five (5) days during January 14-18, 2019. The OIG requires meeting space for their One-OIG All-Hands training conference at the El Conquistador Tucson, a Hilton Resort in Tucson, Arizona January 14-18, 2019. The El Conquistador Tucson, a Hilton Resort will accommodate the specified conference dates, sleeping rooms, large

conference space and breakout rooms, and audio-visual aid as follows: Two Hundred and Sixty (260) sleeping rooms and consolidated meeting space to include a large meeting room and six conference rooms with audio and visual (AV) support as well as food and beverage for 260 OIG audit, inspection, investigation, counsel, and management and administration staff. The Government intends to award a sole source purchase order to El Conquistador Tucson. The period of performance for this award will be from January 14-18, 2019. This award will not exceed the Simplified Acquisition Threshold. The federal service code for this is X1AB Lease/Rental of Conference space and facilities The El Conquistador Tucson is the only vendor that provides unique resources and meets all requirements with regard to facility location in Tucson Arizona and within twenty one miles of the Tucson International Airport. In addition, the contractor has the required block of sleeping rooms and consolidated meeting space for the prescribed dates of January 13-18, 2019. Further, the audio visual equipment requirements have been adhered to without modification. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; no solicitation is available for this requirement. If a firm believes DOE should not pursue this sole source procurement with the El Conquistador Tucson, then interested parties may submit a capability statement, which shall be considered by the agency NO LATER THAN Wednesday, September 12, 2018, by 1:00 p.m. (Eastern) via e-mail to Debra.Nelson@hq.doe.gov. The written response must include a general statement for services indicated in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct this requirement competitively in the future.
