Exit Sign UpgradesRFPOT07182023Closing Date: 08/02/2023 11:00:00 AM ETDetail: 1.Description and Scope of Work The University of Ontario Institution of Technology (herein “Ontario Tech”) is seeking proposals from qualified electrical contractors that will supply and facilitate the change out of the existing Exit signs to new LED and Photoluminescence running man signs. Ontario Tech reserves the right to accept proposals with lower/higher specifications or reduce/increase the total number of Exit signs if determined to be in their best interest and at the absolute sole discretion of Ontario Tech. 2.Deliverables The successful Proponent will provide all equipment, material, labour, software, on-site assembly, training, required to perform the services outlined in this RFP. Bid submissions should include responses that demonstrate the Proponent’s ability to meet each of the following Deliverables listed, with deviations to the deliverables noted. 2.1.Brand Names Any reference to brand
names and/or numbers in the Deliverables section are descriptive, unless otherwise specified. Proponents may offer substitute products of similar quality, functionality and compatibility. Ontario Tech University reserves the right to determine whether a substitute offer is equivalent and meets the standards of the Institution. Please note that the retrofit items must be Lumacell in order to maintain compatibility with the existing systems. 2.2.Project Schedule Ontario Tech University would like the Proponent to begin Installation by August 21, 2023 with substantial completion by March 25, 2024. Preference will be given to Proponents that can complete the project earlier than scheduled target date. Without limiting any of Ontario Tech University’s other rights pursuant to this Agreement or at law or in equity, the Proponent shall immediately advise Ontario Tech University as to any delays being encountered, the reasons therefore, and the action being taken to recover from such delays. If the Proponent becomes aware that it cannot meet an agreed upon delivery date, Proponent shall deliver to the University a remediation plan within a reasonable period of time detailing Proponent’s plan, which plan shall ensure that the delivery of goods or performance of services occurs no later than 30 business days from the original delivery date. If Ontario Tech University does not accept such plan, Ontario Tech University may, at its option, cancel the purchase and delivery with respect to those goods or cancel the services, without incurring any charges or other costs and without prejudice to any of its other rights under this Agreement, at law or in equity if the delivery or performance is late by more than 30 business days from the delivery date specified by Ontario Tech University 2.3.General Requirements The Proponent will facilitate the change out of existing Exit signs and replace with new LED or photoluminescence running man signs at (5) of our campus facilities. Estimated fixture counts by location: Science (UA) Including Service Tunnel LD Style: 78 LDE Style: 135 OPG Engineering Building (ENG) LD Style: 11 LDE Style: 32 Automotive Center of Excellence (ACE) LD Style: 57 PL Solutions Style: 153 Campus Ice Center (CIC) PL Solutions Style: 36 Campus Field House (CFH) LD Style: 2 LAC Style: 5 All Edge lit series fixtures to have the existing flush mount box remain and the new sign retrofitted into the existing back box. Proponent will conduct an in-person survey of the existing Exit signs (i.e., styles/finishes/orientations/counts) and provide an adequate replacement in the running man style by Lumacell/PL Solutions. New running man fixtures to be Lumacell Die-cast Aluminum Edge-Lit LDE series to replace existing Lumacell LER series fixtures. The LER series will only require the retrofit parts to be purchased to complete the install. The New LD die-cast Pictogram series fixtures are to replace all lower level and mechanical area fixtures currently in place. Finishes to be Black with Brushed aluminum faces. All LD fixtures to be universal mount and Universal face style. Ace and CIC will be replaced with the PL Solutions photoluminescence style unless otherwise noted Proper safety attire must be worn onsite during delivery and installation work. Crews are to maintain a small foot print during install to minimize impact on the active campus Each building to have (2) extra fixtures of each style purchased and handed over to Ontario Tech for back up. Proponent to relocate all removed fixtures to Windfields Farm for processing by Ontario Tech. 2.4.Delivery Delivery at Place Unloaded (DPU) Incoterms, 2020 shall apply and Proponent bears all costs and risks involved in bringing the goods to, and unloading them to 2000 Simcoe Street N, Oshawa, ON, L1G0C5, Canada by the delivery dates specified by Ontario Tech University. For the purpose of certainty, except as expressly agreed by Ontario Tech University, the quoted price shall include, and Proponent shall otherwise bear the responsibility for, all transportation, insurance and other carriage charges. Ontario Tech University shall have no obligation in respect of the loading of goods upon a carrier at Proponent’s facilities or the insurance of goods during such loading or for transportation of any person providing the goods and/or services. Proponent will be responsible for delivering, placing and handling all materials and equipment. Access to the space/site and parking for deliveries is to be coordinated with Ontario Tech to minimize impact to school operations Products shall be shrink wrapped for shipping and to allow for outdoor storage on site (where applicable). Proponent will be responsible for any costs incurred by Ontario Tech University for late/delayed delivery of equipment (as defined in the Project Schedule) to the site where the Proponent is responsible for the delay. All goods and services shall be subject to Ontario Tech University’s inspection and final acceptance (“Acceptance”). Without limiting any other rights or remedies of Ontario Tech University under this Agreement or at law or in equity, Ontario Tech University shall have the right to reject goods and/or services supplied under this Agreement to the extent they do not comply with the Agreement or applicable law. If any goods and/or services are rejected by Ontario Tech University on the basis that they do not comply with the Agreement or applicable law, all expenses and risks of loss or damage incidental to the return or disposal of such goods by or on behalf of Ontario Tech University shall be borne and paid for by Proponent and the cost of any re-supply of such services shall be borne and paid for by Proponent. 2.5.Installation Proponent will organize with Ontario Tech University an agreed upon date for system installation and commissioning. Proponent is responsible for all tools required for installation. Proponent will ensure that all subcontractors/installers are certified for all supplied products. Please note that some labs may need to be accessed after hours or over holiday breaks to minimize impact to university operations. Proponent will coordinate the delivery and initial installation with Ontario Tech University. 2.6.Working at Heights Certification All workers who use fall protection equipment must have their Working at Heights certification under the Ministry of Labour guidelines that were effective on October 1st 2017. 2.7.Garbage Removal, Clean-Up and Restoration The Proponent is to maintain work areas, and adjacent areas free from accumulation of waste products and debris arising from their works. The Proponent is to remove garbage and debris daily. Any damage, dents or scratch at the adjacent spaces resulted from the construction works shall be rectified and restore to its original state. On completion the space and equipment are to be cleaned and handover suitable for Ontario Tech operation. 2.8.Warranty Minimum one-year product warranty on all equipment, parts, and accessories supplied by the Proponent. Proponent will assign to Ontario Tech all manufacturer’s warranties for products not manufactured by or for the proponent and will take all necessary steps as required by such third-party manufacturers to effect assignment of such warranties. 2.9.Codes, Standards and Approvals The Proponent shall ensure the delivered equipment and installation meets all relevant Canadian and Ontario standards and approvals for mechanical and electrical equipment, such as Electric Safety Authority, CSA or ULC requirements, applicable chamber Hazardous Location Class requirements, and conform to industry standards (including but not limited to the respecting the safe and proper handling, packaging, transportation, delivery and use of the goods) and all other applicable legislative requirements. The equipment shall arrive with all appropriate certification labels and paperwork to demonstrate conformance. Proponent shall identify hazardous or toxic goods with warning labels and shall provide Ontario Tech University with written instructions concerning potential hazards in connection with the goods and recommend procedures for the handling, transportation and maintenance of such goods. Where applicable, Proponent shall ensure that the goods are properly classified in accordance with Workplace Hazardous Materials Information System legislation and shall provide health and safety data for such goods. 2.10.Security, Safety and Emergency The Proponent and their sub-contractors must be responsible for the security of their equipment, tools and materials. The Proponent and their subcontractor shall comply with Ontario Tech University’s Health, Safety, Emergency Response plan and Security policy. The Proponent must comply with the requirements of the Occupational Health and Safety Act. Submit WSIB, Insurances and safety requirements prior to starting the works. 2.11.Overhead and Profit Maximum overhead and profit percentage for additional work including labour, materials and equipment will be: For work by own forces: 5% overhead + 5% profit. For work by sub-contractors: 2.5% overhead + 2.5% profit.
