The U.S. Forest Service, Okanogan-Wenatchee National Forest servicing Region 6 has a requirement for BAER work on the Cle Elum Ranger District.This project consists of treating road and road drainage structures within the fire perimeter of the Jolly Mountain Fire on the Okanogan-Wenatchee National Forest. Work includes, but is not limited to, reconditioning, repairing and cleaning drainage features and structures along FSR 4300116, 4300230, 4315000 and 9701203 including cleaning culverts, cleaning catch basins at culvert inlets, cleaning ditches, constructing armored rolling dips, removing waterbars for construction equipment access and reconstructing waterbars after primary construction operations are completed. Additional work includes furnishing and installing temporary concrete barriers (Jersey Barriers) to close access to two recreational sites. Contractor shall be responsible for providing all labor, tools, material, and equipment necessary to perform all work in strict
accordance with the specifications and drawings. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for the items shown.Access to the west side sites is from the Cle Elum Ranger District Office (located at 803 1/2 W 2nd St, Ele Elum, WA 98922), follow Douglas Munro Blvd to WA-903 N/W 2nd St. Turn left and follow WA-903 N (which turns into Salmon La Sac Road) for (a) 10.1 miles before turning right on to forest service road (FSR) 4300116. Follow FSR 4300116 for 0.5 miles to the junction of FSR 4300116 and FSR 4300117 and the beginning of the project. (b) 17.4 miles before turning right on to forest service road (FSR) 4315. Follow FSR 4315 approximately 1.7 miles to the beginning of the project. For the east side sites Follow Douglas Munro Blvd N/W 2nd St. Turn right and follow WA-970 E for 13 miles before turning left on to Teanaway road. Follow Teanaway road for 13.1 miles to forest service road (FSR) 9701. Follow FSR 9701 for 1.3 miles then go right on FSR 9701205 approximately 0.68 miles to the beginning of the project.The Contractor shall utilize products and materials that promote energy conservation, pollution prevention, waste reduction, use of recovered materials, that are environmentally preferable, and are made from bio based materials (e.g. insulating foam, composite panels, concrete with fly ash, wood and concrete sealers) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered.The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract.Award will be made in sufficient time for planning and preparation with on-site work to start on or after December 15, 2017 depending on weather conditions. Contract period of performance is 30 calendar days. Work may be completed in fall/early winter of 2017 weather permitting, or spring of 2018.A firm-fixed price contract is contemplated requiring submission of both capability quote and cost/price criteria. Award will be made to the offeror whose quote offers the best value to the Government. The estimated construction range of magnitude for this project is between $25,000 and $100,000.Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.This acquisition is determined to be under the Small Business Competitiveness Demonstration Program and posted for 100% small business set aside. Contractors are required to be registered with System for Award Management (SAM). The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). The contractor must follow the instructions on how to register and submit invoices via IPP as prescribed in the previous communications from USDA and Treasury. All invoices are to be submitted via the electronic Invoice Processing Platform. This is a mandatory requirement initiated by the U.S. Department of Treasury and you can find more information at this website https://www.ipp.gov/index.htm.
