The United States Army Contracting Command - Aberdeen Proving Ground on behalf of Product Manager Terrestrial Spectrum Warfare intends to award a new Firm-Fixed-Price (FFP)/Cost-Plus-Fixed-Fee (CPFF)/Cost No Fee, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract to Lockheed Martin. The contract will have an ordering period of twenty-four (24) months for the TLS BCT production and system support.This purchase will be made on an Other Than Full and Open Competition basis. Pursuant to authority under 10 U.S. Code 4022 – Authority of the Department of Defense to carry out certain prototype projects; section (f) Follow-on Production Contracts or Transactions. A transaction awarded under section (f) may be awarded to participants in the transaction without the use of competitive procedures if the participants in the transaction successfully completed the prototype project provided for in the transaction. The Army used competitive procedures to select the parties for participation in the prototyping other transaction. Lockheed Martin is the Original Equipment Manufacturer of the TLS BCT and has successfully completed the prototype project under the Other Transaction Authority 10 U.S. Code 4022. The Government does not possess a full technical data package that would allow full and open competition for the development, production, and/or sustainment of TLS BCT.
