Description:

The City desires to have a Company provide the qualified personnel, materials, equipment, supplies, training, and supervision necessary for safe, responsive, and accurate locating, marking and positive responses of CDOT’s underground infrastructure as required by the Underground Utility Safety and Damage Prevention Act, Article 8A of Chapter 87 of the North Carolina General Statutes. https://www.ncleg.net/EnactedLegislation/Statutes/HTML/ByArticle/Chapter_87/Article_8A.htmlThe work involves locating and marking CDOT Facilities, which includes approximately (275) miles of underground fiber optic cables and copper communication lines in conduit. These facilities are all located within the City of Charlotte.
While the exact service area for this contract has not been established, it is the
intent that the Company will be assigned a geographic area within the system and will be responsible for all locate requests within that area. It is understood that the size of the area may be increased or reduced depending on the number of locate requests being received for the entire system.
These tickets must be field checked, physically located, and a positive response sent to the Notification Center.
The City (CDOT) utilizes the Cityworks application to receive and manage the locate email tickets that come in from the North Carolina 811 (NC811) system. These tickets are directly translated from the emails and integrated in Cityworks so that these tickets can be more easily mapped onto CDOT’s GIS mapping system. The Company is expected to use the Cityworks application to manage tickets that are assigned to them. These tickets may automatically be assigned to the Company by the ticket location or manually assigned by the CDOT NC811 Program Manager. The Company will receive a City network account that will allow access to the system so that the Company can provide comments regarding the tickets as well as a positive response back to NC811 via Cityworks.
