The Defense Media Activity (DMA), American Forces Network (AFN) – Broadcasting (BC) intends to award a single source blanket purchase agreement for a five (5) year ordering period to Entertainment Associates Inc (10476 S Ojibwa Lane, South Jordan, UT 84009; CAGE: 1EGA7) to provide broadcasting distribution rights.The statutory authority which permits this single source for this procurement is 10 U.S.C 2304(a)(1) as implemented by FAR 6.302-1. This authority is supported by an approved Justification and Approval. The Government anticipates a firm fixed price award. The North American Industry Classification System (NAICS) code 512120 – Motion Picture and Video Distribution. The Product Service Code (PSC) code is 6770: Film, Processed. The anticipated award date is February 2023.This action is to acquire the broadcast distribution rights for television programming material which will enable AFN-BC to support the AFN mission to provide balanced representative selection of popular
television information and entertainment programs of particular interest to both the primary AFN audience of Department of Defense (DoD) personnel stationed overseas and their family members. This will replace the previous BPA HQ0516-17-A-0005.This notice of intent is NOT a request for proposals or quotation. No solicitation package will be issued Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.All information submitted should support the offeror’s capability to provide the items required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror’s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the single source award.Responses received within 10 days of the issuance of this notice will be considered by the government.
