In 2015, TSTC was granted single-accreditation status from the Southern Association of Colleges and Schools Commission on Colleges, the regional body for the accreditation of degree-granting higher education institutions in the Southern states. Single-accreditation merged ten (10) college campuses into one state system with administration located in Waco, Texas. This new college has campuses in Abilene, Breckenridge, Brownwood, Fort Bend County, Harlingen, Marshall, North Texas (Red Oak), Sweetwater, Waco, and Williamson County. TSTC educates more than 13,000 students and has 1600 employees across the State of Texas. For more information about TSTC, go to http://tstc.edu/about. Purpose: Texas State Technical College (“TSTC”) is soliciting proposals for the selection of one or more Code Compliance Inspection (“CCI”) firms to provide services for Indefinite Delivery Indefinite Quantity (“IDIQ”) on capital project(s) for TSTC campuses statewide in accordance with the terms and conditions of this Request for Proposal (“RFP”). Currently planned capital projects include multiple new technical higher education facilities ranging from $10M to $70M. The successful respondent(s) may be required to provide these services on TSTC projects that run concurrently and therefore must be prepared to assign adequate staff with significant related experience to be available for all oversight efforts for each TSTC project. This is an Indefinite Delivery Indefinite Quantity Solicitation to cover all ten (10) TSTC’s campuses. Multiple Awards will be made to the best qualified companies and TSTC reserves the right to award this contract in whole, in part, or not at all so that its best interest is served. TSTC also reserves the right to waive informalities and minor irregularities in proposals received, to request additional information, and to negotiate with contractors. Formal presentations may be requested from proposers to this solicitation at TSTC’s request. No supplier is guaranteed any amount of sales, as TSTC requires product they will be shopped among the awarded suppliers from this RFP and others that have purchasing cooperative or state contracts. If a SIGNED Execution of Offer is not submitted the bid will be disqualified. TSTC is not requiring a HUB Subcontracting Plan at this time. When a project is awarded to a supplier and the dollar amount exceeds $100,000 a HUB Subcontracting Plan must be submitted with the proposal. Suppliers are not required to meet the State of Texas HUB goals however, TSTC requires that all suppliers make a good faith effort in achieving those goals. This agreement will be for two (2) years with an option to renew for three (3) additional one (1) year periods.
