This RFI announcement is intended to determine the availability and technical capability of businesses to provide the required supplies.BACKGROUND:The Naval Surface Warfare Center, Crane Division (NSWC-CR) is seeking information for market research purposes for the procurement of SP23 Fire Control Connectors. These connectors are part of the Strategic Weapon System on Ship Submersible Ballistic Nuclear (SSBN) submarines. The connectors provide electrical interconnection between subsystems within the SP23 Fire Control System.NSWC-CR intends to award a contract on a

sole-source basis to Cooper Interconnect, Incorporated, 750 West Ventura Blvd., Camarillo, CA 93010-8382 (CAGE 99447). This effort will be conducted in accordance with the statutory authority 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. The basis for restricting competition to Cooper Interconnect, Inc. is due to these connectors being a non-commercial item specifically designed for the SP23 Fire Control System. The drawings are owned by Cooper Interconnect Inc. and therefore cannot be produced by any other vendors. If alternate vendors are selected, their design would have to undergo full first article testing and subsequent testing that could take up to forty-four (44) months to complete. Furthermore, if the new vendor is not capable of meeting the requirements there is high likelihood that ship schedules will be significantly impacted.
