Reference Number:  HQ0034-20-R-0076Title of Requirement: Workforce Study and Implementation Plan for OSD EMS CFTLocation: Work will primarily be performed in contractor facilities mainly with occasional visits to Arlington, VACustomer Description:  Over the past 20 years, United States Government entities have fallen behind in the critical defense area of electromagnetic spectrum (EMS) operations. While the defense community has focused on asymmetric and cyber warfare, our near-peer adversaries have accelerated their development of EMS capabilities and skillsets. Furthermore, as our national security, critical infrastructure, communications, and economy grow increasingly dependent on EMS functions, the nation has exposed a significant vulnerability with potentially devastating consequences if it were to be exploited by our adversaries.Background/Overview: To address this vulnerability and develop a skilled workforce to advance our EMS capabilities and defenses, the SECDEF directed the
stand-up of the Electromagnetic Spectrum Operations Cross Functional Team (EMSO CFT) in April 2019 to organize and plan an EMS workforce. Central to the team’s initial success is developing an enterprise workforce study that scopes the EMS ecosystem; Assess skillsets and tradecraft requirements and gaps at the DoD level, operations, training, development, and retention by the Services and DoD Components; and proposes a coordinated and unified approach to building an EMS workforce across critical stakeholders.Responses from “all” sources is requested including Small Businesses, 8(a) small businesses, HUBZone, Service-Disabled Veteran-Owned, Women Owned, Economically Disadvantaged Women-Owned small businesses. Requirement:  EMSO CFT plays a critical role in managing and recommending organizational reform for EMSE within DoD. The EMSO CFT is the only congressionally mandated CFT in the Department with the express mission to identify requirements, develop policies, and implement plans to establish EMS enterprise governance and improve EMSO capabilities across the Department to achieve EMS superiority, assuring military advantage over our competitors.For all activities and tasks within the scope of this contract, key issues to be researched, coordinated and supported include tracking key stakeholders for data verification, reporting and providing recommendations for implementation of strategic documents and initiatives as well as maintaining a website to share knowledge with the community. In all analyses, consideration shall include management arrangements, process frameworks, and functional efficiency, and mission effectiveness for emergent EMSO needs of the Department.This contract facilitates the conduct of initial research to identify the workforce across DoD. Gather analyze data the EMS enterprise working group developed to illuminate the core EMS enterprise complement. During this phase, The contracted entity will build a website to support 4 quarterly summits and facilitate each summit to produce identification, design, development and implementation outcomes.The contracted entity will establish a framework to fully assess the current state in order to organize the EMS enterprise for EMS superiority and provide recommendations for building the infrastructure for EMS superiority. During the design phase of the study, the contracted entity will use the data obtained during the first phase to recommend organizational reform.The contracted entity will provide recommendations to develop and maintain a professional EMS workforce, establish the EW community in DoD and Joint instructions and manuals, synchronize EW professional development across services, establish EW education for DoD civilian engineers and technicians, and establish a mechanism to track the employment of EW professionals throughout their careers.Collate data obtained in previous phases to provide a recommendation for implementation into a 5-year workforce implementation plan and roadmap.
