Bid must include shipping MBTA - If a substitute is offered by the Bidder, it must be offered on an "or equal" basis and be clearly identified in the submission. The Bidder must provide a complete set of specifications and other descriptive matter for all substitutions proposed. Any proposed substitution will be evaluated by the MBTA to determine whether the item is, in the opinion of the MBTA, an "approved" equal.
