ALASKA POWER & TELEPHONE CO.
November 8th, 2021Subject to AS 38.05.850, the Department of Natural Resources, Division of Mining, Land and Water, has received an application to amend the following existing easement:APPLICANT: Alaska Power & Telephone Co.PROJECT NAME: ADL 106422GEOGRAPHIC LOCATION: DMLW-managed tide and submerged lands within Taiya Inlet, Skagway, Alaska.PROPERTY DESCRIPTION: Township 28 South, Range 59 East, Sections 10, 11, 15, 22, 27, 34, and 35, Copper River Meridian, Alaska.REQUESTED ACTIVITY: The applicant requests to amend ADL 106422 to replace and reroute the northern portion of the existing submerged fiber optic and 35kv power cable connecting Skagway to the Kasidaya hydroelectric station at Otter Creek within Taiya Inlet.  The northern portion of the cable failed in 2019. The cable will be re-routed to begin at Smuggler’s Cove landing station and surface laid on the seafloor approximately 3.82 miles to the Kasidaya
Hydro landing station. The applicant contemplates abandoning the existing cable in place. See attached development plan for the approximate location of the reroute.At the Smuggler’s Cove termination site: the applicant will install an 8-inch diameter conduit composed of high-density polyurethane (HDPE) and/or steel on tidelands below the mean high-water mark. Using an excavator on the tidelands, the applicant will trench approximately 200-feet of tidelands and bury the conduit approximately 3-feet deep. After the conduit is placed, the trench will be backfilled with the excavated material. The seaward end of the conduit will be exposed on the seafloor or anchored in a bulkhead.Tidelands at the Kasidaya Hydroelectric Station termination are currently leased to the applicant (AP&T) under ADL 106896 for the Kasidaya Hydroelectric Project.In addition to the cable replacement and reroute, the applicant also requests the following amendments:
Change the easement from a private non-exclusive easement to a public utility easement.
Change the Grantee from Alaska Power & Telephone Co. (AP&T) to Goat Lake Hydro, Inc.
Change the easement term to an indefinite easement. PROPOSED DATES OF USE:            Easement term: IndefiniteDEADLINE FOR COMMENTS: December 8th, 2021The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity.
