Combined Synopsis/Solicitation (Best Value)***AMENDED - DIAGRAMS ATTACHED***Extended Closing Date to 6/22/20 12:00pm HSTQuestions must be received by 6/18/20 at 6:00am HSTPlease included solicitation number NMAN7200-20-01075 in all correspondence.This is a request for quote for steering gear troubleshooting and repair services on the NOAA ship Rainier at NOAA’s Marine Operations Center - Pacific Islands on Joint Base Peal-Hickam, Honolulu, Hawaii.This requirement is a local areas set aside under National Emergency Declaration of March 13, 2020 due to COVID-19. Due to current guidelines, shelter-in-place, and Hawaii’s current 14-day mandatory quarantine for all out-of-state travelers, only locally based vendors in accordance with 52.226-3 Disaster or Emergency Area Representation  (NOV 2007) will be considered. This provision can be found in the attached Terms and Conditions.Furthermore, all contractors must comply with the following COVID-19 precautions before reporting and while
working aboard an OMAO ship to avoid virus transmission and to facilitate cleaning of spaces and equipment after work is completed.1.  Complete the DOC Facility Access Justification Form and obtain permission from the senior facility manager to enter the facility before the first day on site.     2.  Use the COVID-19 Medical Phone Roster to obtain the name and phone number of the medical officer for the ship then obtain medical approval to report each day before going aboard the ship.  3.  Wear a cloth face mask at all times while on the ship unless respirator use is required to complete the contracted work.4.  Only enter spaces as needed to complete contracted work.5.  At the end of each work shift notify the Officer of the Deck of all spaces entered and equipment handled during the shift."This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) Solicitation number NMAN7100-20-01075 is issued as a firm fixed price, commercial, request for quotation (RFQ).(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06.(iv) This is a small business set-aside. The NAICS code for this acquisition is 336611, Ship Building and Vessel Repair Services; the small business size standard is 1,250 employees.(v) Line items are as follows:CLIN 1:  Daily rates per person for troubleshooting/repair services(vi) Description of requirements for the items to be acquired:  The NOAA ship Rainier requires troubleshooting and repair of the steering system issues. Vendors are to provide troubleshooting services, including adjustments as needed in accordance with the attached statement of need. A conditions found report along with pricing for any additional labor or parts required to complete repair services will be generated for approval. Since the nature of the repair is unknown, vendor will provide daily rates for on-site services, and demonstration of experience repairing ship steering systems.   System drawing are available upon request.Due to COVID-19 screening and access requirements, vendors will be required to call in for medical screening days prior and every day of service, as well as observe social distancing and wear face masks while providing services.           Quote must be provided on company letterhead.
