Background:The U.S. Nuclear Regulatory Commission’s (NRC’s) mission is to license and regulate the Nation’s civilian use of radioactive materials to provide reasonable assurance of adequate protection of public health and safety and to promote the common defense and security and to protect the environment. NRC’s strategic plan includes two strategic goals: (1) ensure the safe use of radioactive materials, and (2) ensure the secure use of radioactive materials.  These goals require that the NRC maintains its readiness to respond to incidents and emergencies involving NRC-licensed facilities and radioactive materials and other events of domestic and international interest.This requirement will support the NRC’s Office of Nuclear Security and Incident Response (NSIR).  The NSIR mission is to:develop overall agency policy and provides management direction for evaluation and assessment of technical issues involving security at nuclear facilities, and is the agency safeguards and security
interface with the Department of Homeland Security (DHS), the Intelligence and Law Enforcement Communities, Department of Energy (DOE), and other agencies.  develop emergency preparedness policies, regulations, programs, and guidelines for both currently licensed nuclear reactors and potential new nuclear reactors.provides technical expertise regarding emergency preparedness issues and interpretations, conducts and directs the NRC program for response to incidents, and is the agency emergency preparedness and incident response interface with the DHS, Federal Emergency Management Agency (FEMA) and other Federal agencies.The NSIR Headquarters Operations Center (HOC), located at the NRC Headquarters complex in Rockville, Maryland, is staffed 24 hours per day, 365 days per year, with a Headquarters Operations Officer (HOO) and a Headquarters Emergency Response Officer (HERO).  The HOO and the HERO routinely receive, and document, incident notifications from all stakeholders. Operational readiness for the HOC is supported by the Operations Center Information Management System (OCIMS).  OCIMS is a General Support System (GSS) that is a collection of Information Technology and Information Management (IT/IM) systems.  The components of the OCIMS systems and infrastructure are designed to support this regulatory reporting, and to facilitate communications related to events.  These communications include data, display, and voice components.For additional information about NSIR, see https://www.nrc.gov/about-nrc/organization/nsirfuncdesc.html.Scope of This Requirement:The NRC has an Indefinite-Delivery, Indefinite-Quantity (IDIQ) requirement for a contractor to potentially provide OCIMS Operations and Maintenance support services.  The contractor may be required to provide some or all of the following types of services under this contract:1.      Provide twenty-four hours a day, seven days a week maintenance support, as well as the required software upgrades to maintain system integrity.2.      Provide services necessary to operate, support and maintain OCIMS.3.      Provide OCIMS-related IT integration services, as needed. 4.      Manage OCIMS component configurations and keep component system documentation updated, as needed, in the OCIMS document repository.5.      Provide OCIMS System and Security Administration support and ensure components are efficient and operate with security controls.6.     Maintain the OCIMS in compliance with Government compliance and authority to operate (ATO) standards.The NRC anticipates a five-year ordering period and a maximum IDIQ contract value of $13 million to result from the solicitation. For proposal preparation purposes, the NRC anticipates an IDIQ contract award and award of the first task order to occur on or about April 1, 2021, and for a postaward virtual conference to occur within one week thereafter.Other important information for potential Offerors:The NRC uses Unison Software, Inc.'s secure and auditable two-way web portal, FedConnect, to communicate with offerors and contractors.  FedConnect provides bi-directional communication between the offeror/contractor and the NRC throughout the preaward, award and postaward phases.  Therefore, in order submit a proposal, the offeror must register to use FedConnect at https://www.fedconnect.net/FedConnect/PublicUserRegistration.aspx.   Assistance with FedConnect is provided by Unison Software, Inc. not the NRC.  FedConnect contact and assistance information is provided at https://www.fedconnect.net.The solicitation and any related amendments will only be made available to potential Offerors in FedConnect and Offerors must submit proposals via FedConnect for the proposal to be considered.  The solicitation is anticipated to be posted on FedConnect on or about February 12, 2021.  Potential Offerors are encouraged to check FedConnect regularly for the solicitation and any amendments.By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the beta-System for Award Management database at https://beta.sam.gov/ prior to award, during performance, and through final payment of any resultant contract.
