Notice of Intent to lease space using other than full and open competition.This Notice of Intent is not a request for proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies and services will satisfy agency requirements.The U.S. Department of the Army, Army Corps of Engineers Southwestern Division intends to award a follow on lease to U.T. Systems (UTS), 210 W. 7th Street, 14th Floor, Austin, TX 78704 under the authority of 10 U.S.C. 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A). The Agency has a requirement to lease approximately 52,645 square feet of office space, for a term of one year with up to 9 option years. The space shall be located in downtown Austin, TX in proximity to industry and technology. The space must adhere to stringent physical security and information technology upgrades to include Sensitive
Compartmented Information Facility (SCIF) construction requirements outlined in United Facilities Criteria 4-010-05. The UTS space is aggregated on 3 floors with space on two floors currently leased by the Agency (49,995 RSF) through December of 2019. An additional requirement is to lease the first floor private entry reception area of 2650 square feet by 1 October 2019 to support the existing use.The Army will consider alternative space only if it is economically advantageous. In making this determination, the Army will consider, among other things, the availability of alternative space that potentially can satisfy the specialized requirement, as well as costs likely to be incurred through relocating, such as but not limited to physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. No downtime for building-out or construction of replacement facilities is permissible.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES OR A SOLICITATION FOR OFFERS. However, any owner who believes it has a facility that would satisfy the above requirements may submit a written proposal with supporting evidence. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award of any contract.Any responses or questions pertaining to this action should be emailed to candace.e.akins@usace.army.mil, Attn: Candace Akins, Realty Specialist, by 5:00 P.M Central Time no later than 15 calendar days upon the posting date of this notice.
