Statement of Work VA St. Louis Health Care System Project 657-20-103JB FCA- Upgrade Electrical Distribution, Building 3, Jefferson Barracks October 18, 2023 Purpose of Project: Upgrade electrical distribution systems (secondary distribution & transformers) in Building 3 at the Jefferson Barracks Division of the VA St. Louis Health Care System. All work will be accomplished within 180 days of the notice to proceed being issued. The items to be replaced are listed below. Criteria: This project will remove the existing electrical service entrance panel in Bldg. 3 and replace it with a new Square D/ Schneider or Siemens or Eaton Electrical panel of similar type and kAIC rating. Because of the layout of the service, it will be necessary to install an 800A, 3ph., 4W main service disconnect in rm. B018. The existing service entrance wires from transformer #13285 will be removed and new wires will be pulled thru the existing conduits to the new panel in room B014. All new wires required for
all installations shall be free of splices. New fittings, brackets and pull boxes will be supplied as necessary. From the 800A panel, no new feeders to existing equipment in the building will be replaced, but they shall be extended as necessary and reconnected. As the size of the new 800A panel will be smaller than the old 1000A, this may require some additional conduit, wire, fittings, hangers, and splices for the contractor to install in order to create a complete and fully functional installation. If necessary to complete this installation, all associated conduit, pull/ junction boxes, hangers, or other fittings will be removed and replaced with new. In addition, the (2) 200A, 3ph., MLO panels on either side of the existing 1000A panel will be removed and replaced with (2) new panels of similar size and type. All new panels supplied for this project shall have NEMA 3R enclosures. Each new panel will have new circuit breakers of the same size and kAIC rating as the existing. As a deduct alternate for this project, the contractor will include an estimate to remove and replace transformer #13285. Prior to project completion, all new metal conduit, pull/ junction boxes, fittings, and any other metal appurtenances will be painted to match the existing conduits (as much as possible). Every installed item will be checked by the COR and Jefferson Barracks Maintenance and Operations personnel for complete functionality and appearance prior to project completion. If an installed panel, part, or component is deemed unusable or cannot be maintained by Jefferson Barracks (JB) maintenance personnel, the construction contractor will remove and replace the item to create a complete and fully functional installation that can be serviced by JB with maintenance personnel. See the project drawings and specifications for additional information. In addition to the work mentioned in the previous paragraphs, following work will also be accomplished: The existing 400A FPE fused switch will be removed. A new breaker installed in the new 800A panel will feed this load. The conduit and wire associated with this feeder will be extended and/ or spliced and re-used as much as possible. Remove the two existing 1000A panels (MLP-L and MLP-R) in the same room as the fused switch and replace with an 800A, 208/ 120V, 3 ph., 4W panel (top feed). All circuit breakers will be of matching size and type as the original fused switches. All kAIC ratings will be verified and coordinated by the contractor. Remove and replace the existing service entrance feeders [2 sets of (3) 400MCM THWN] with two new sets of (4) 600MCM THWN wires (no splices allowed). The Contractor shall completely seal all wall penetrations to prevent any water/ moisture intrusion. The Contractor shall contact the VA COR to inspect these seals prior to completion. Remove and replace the (2) 200A, 208/ 120V, 3 ph., (panels P-1 EE30293 and P-2 EE30292) located on either side of the existing 1000A panel and replace with similar size and type. Each panel will have all necessary circuit breakers, with correct kAIC ratings, to match the existing panel. The Contractor will reconnect all breakers to create a complete and fully functional installation. As a deduct alternate, transformer #13285 shall be replaced. If possible, the existing concrete pad shall be re-used. The manufacturer of all new panels and circuit breakers shall be Square D or Siemens or Eaton. All circuit breakers for each electrical panel will match the panel manufacturer. At the beginning of the project, the Contractor will create a Gantt chart or similar spreadsheet to indicate project phasing and supply it to the COR. The contractor shall be responsible for updating the spreadsheet as the project progresses. All work shall comply with the VA TIL specifications. Per VA form 6500.6, The Authorization Requirements do not apply, and a Security Accreditation Package is not required. All Contractor personnel shall wear the proper safety equipment required by all applicable VA Safety regulations to accomplish this type of work. The contractor shall comply with all requirements of NEC 2020. All work shall comply with all VA health care provisions, such as ICRA (Infection Control Risk Assessment) provisions, ILSM, and all applicable State and U.S. Federal Codes. The Government retains first right of salvage to all removed items. The contractor shall verify with the COR and Jefferson Barracks Maintenance and Operations personnel which removed items will be retained and which will be removed for disposal. For all items removed by this Statement of Work, the Contractor shall be responsible for the safe and legal disposal or recycle of all items. The Contractor will have signed paperwork from the disposal site or recycle center indicating all removed items are disposed of properly and in accordance with all applicable State and Federal Codes and Laws. This is especially critical for the transformer, which may contain PCBs. In the event furniture or other equipment requires removal to enable the contractor to accomplish this work, the contractor shall be responsible for moving, storing, and protecting the furniture and/ or equipment during construction. The contractor shall also be responsible for moving all furniture and/ or equipment back into the area and placing it at the same location. If any furniture and/ or equipment is damaged during this process it will be restored completely and reconnected as necessary or replaced with new at the contractors expense. The contractor shall record the EE numbers of all equipment and items (such as: panels P-1 EE30293 and P-2 EE30292 noted previously) that are removed from the building and turn the record over to the VA COR prior to completion of the project. ---End---
