The Department of Homeland Security/Federal Emergency Management Agency/U.S. Fire Administration (DHS/FEMA/USFA) intends to negotiate and award a purchase order on a sole source basis (IAW FAR 6.302) with the Michigan Engineering Services, LLC 2890 Carpenter Road, Suite 1900 Ann Arbor, MI 48108 in connection with their DHS Definitive contract number 70RSAT19C00000046.FEMA/USFA, National Fire Programs Division (NFPD) has a requirement to develop an extended Decision Support Toolkit (DST) to incorporate augmented reality (AR) capability to quickly identify safety-related measures and recommendations that could be applied to outdoors environments to enhance fire safety and prevention.  Michigan Engineering Services under Phase I developed an augmented reality app, used to identify components of the home (windows, roof, door, etc.) that can lend themselves to ignition in the event of a wildfire event.  This Artificial Intelligence (AI) technology assists and supports fire prevention
officers, building inspectors and Wildland Urban Interface (WUI) mitigation specialists to foster more effective and interactive conversations with homeowners to better understand applicable actions that can be taken to reduce wildfire risk.  This app has been deployed and is available to be downloaded on Apple and Android devices. The objective of phase II development is to enhance the current version of the app to provide more information that relates to the home (which is already developed) and the landscape surrounding the home including attachments such as out buildings and fences that can be used by mitigation specialists, inspectors, and homeowners to help them protect property before a wildfire occurs.Based on the above information, the only organization known which can provide technically acceptable services and update the existing app is Michigan Engineering Services.This notice is NOT a request for quotation (RFQ) for competitive quotes/proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services.  All capability statements received by the closing of this notification of this synopsis will be considered by the Government.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Submit email capability statements (using PDF, MS Word, Excel attachments) to Jane Huwig-Leister, Contract Specialist at jane.huwig-leister@fema.dhs.gov.  Statements are due not later than 12:00 p.m. EST on September 13, 2022. Primary Point of Contact:  Jane Huwig-LeisterContracting Office Address:DHS/FEMA/NETCBuilding D, Room 12216825 South Seton AvenueEmmitsburg, MD  21727Place of Performance:NationwideClassification Code:  AB23NAICS Code:  541712
