of General Services (OGS), Real Property and Facilities Management (RPM) provides its own trash and rubbish removal from all its State buildings at the Governor Nelson A. Rockefeller Empire State Plaza and the W. Averell Harriman State Office Campus, both located in Albany, New York. OGS then disposes their trash and rubbish at a municipal landfill. The purpose of this Invitation for Bids is to receive bids for the cost of tipping fees to those landfills. OGS acknowledges that certain standard terms and conditions may not apply to municipalities that may bid on this contract (such as Section 5.3 - Tax and Finance Clause). The State considers the following qualifications to be a pre-requisite to be considered as a qualified bidder for purposes of the solicitation.
