Aircrew Supplemental Training

1.  This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  This solicitation is issued as a Request for Quotes (RFQ), solicitation number FA4661-20-Q-0015 Aircraft Continuation Trainer in accordance with FAR Part 13 -- Simplified Acquisition Procedures.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06.  All firms or individuals responding must be registered with the System for Award Management (SAM) (www.sam.gov) in accordance with (IAW) FAR 52.204-7.  This procurement is being issued as a total small business set-aside solicitation.  The North American Industrial Classification Standard (NAICS) code for

this acquisition is 611512, Flight Training.  For the purpose of this procurement the small business size standard is $30,000,000.  All quotes shall be valid until Sept 2020.2.  Contract Type/Scope: The 7th Contracting Squadron (7 CONS) at Dyess AFB, TX intends to award a Firm-Fixed Price (FFP) contract from this solicitation for the services described in the Performance Work Statement (PWS). The Government has a need for a Contractor to provide non-personnel services to all personnel, supervision, equipment, tools, materials, spare parts, bench stock levels and other items and services (except as specified as Government Furnished) including maintenance and operations of Contracted Training Flight Services (CTFS) at Dyess AFB, TX.3. Performance period:  One (1) 12-month base period plus two (2) six-month option periods.4. EVALUATION OF OFFERS: The evaluation for this acquisition will be based on the ability to meet the technical capabilities outlined in the Performance Work Statement and as described in Addendum 52.212-2.
