Notice of Intent to Sole Source:The USDA intends to award a sole source firm fixed price purchase order to Siemens Industry Inc.The purpose of this contract is to secure Siemens Industry Inc. services to add Siemens PXC for BACnet integration to CRAC and Siemens Thin Client Migration as per attached Statements of Work.Only upgrade from Siemens Industry Inc. will provide the following:PXC with BACnet driver to interface to two CRAC’s via BACnet MSTP; ethernet connection to PXC and space in the data closet with CRAC’s provided by USDA; Comm cable to CRAC’s is in EMT; Test communication with CRAC’s; CRAC vendor must be onsite during testing and start-up to verify proper communication; provide PXC which will have space for future chamber TXIO; provide all work assumed to be during normal working hours; provide a “submit for record” as-built diagram.Additionally, only Siemens Industry Inc thin client migration from Siemens Industry Inc. will provide the following:Design assistance to for
new network drops to six panel networks; 6 hardware or virtual AEM’s to connect field panel networks to the 426 server via USDA provide Ethernet; installation and start-up the AEM’s; Ethernet drops provided by USDA; programming changes at Insight to change network access from client PC to thin client access; thin client hardware, licenses on server, and installation/start-up of the thin clients is by USDA; provide a One year warranty on the new hardware provided under this project; assurance that all work assumed to be during normal working hours, between 6 AM and 3 PM on Monday- Friday; work schedule 2 weeks after award so access and escort into buildings can be prearranged; Submittal “for record” as-built drawing of new sub-net connections to LAN.This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1).   Interested persons may identify their interest and capability to respond to the requirement or submit proposals.This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
