N66001-21-Q-6081 – Notice of Intent to Award Sole Source to Renaissance Scientific, LLC

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Non-Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with Renaissance Scientific, LLC (CAGE: 7GX00) of Superior, CO. The requirement is for the purchase of the following: Radome - 2T - Monolithic - PEEK construction Quantity: 6 Radome - 2T - Monolithic - PEEK construction Quantity: 1 Radome - 7F - 2 parts - Dome with groove for sealing o-ring - Flange to cylinder (monolith) with groove for o-ring - PEEK construction Quantity: 1 The above supplies are for PEEK radomes. The Government intends to negotiate solely with Renaissance Scientific under the authority of FAR Part 13.106-1(b). The justification is as follows. Renaissance Scientific is the only vendor able to meet the unique specifications required for these radomes. Specifically, the vendor must employ proprietary methods to achieve the required physical

properties. Indeed, the Government engaged with the vendor to use these proprietary fabrication methods for creation of a suitable radome over a number of iterations with the vendor and, after these iterations, Renaissance Scientific was able to produce a suitable radome that met Government’s specifications. Use of another vendor would require the Government to spend significant time and resources to produce another suitable radome. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising quality, accuracy, and reliability. The applicable NAICS Code is 334220, “Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing” with a business size standard of 1250 employees.
