Notice of Intent to Sole SourceThe National Institutes of Health intends to award a sole source acquisition to Midnight Sun Global Services, LLC for the NIEHS Campus Building Exterior Envelope Roof Restoration, Maintenance, and Repair Services contract.The purpose of this contract is to obtain a roof database management system, a roof preventative maintenance program, and perform repairs to leaks in the roof in accordance with the manufacturer's warranty to ensure that the warranty is not voided or will be extended by TREMCO.Currently, the roofs located on the NIEHS campus are still under warranty from the manufacturer. All work under this contract will be done utilizing TREMCO roofing products which provides for the warranty to not be voided and/or extended by TREMCO. Midnight Sun Global Services, LLC has authorization from TREMCO that all work completed utilizing TREMCO products will allow the roof warranty not to be voided.The North American industry Classification System (NAICS)
Code is 238160 and the business size standard is $15.0 million dollarsIn accordance with FAR 6.302-5(b)(4), the Government intends to award a contract to Midnight Sun Global Services, LLS on a sole source basis under the 8(a) Program. As such, respondents are required to be an eligible 8(a) contractor.Respondents shall provide documentation of experience (including number of years):(1) Using various TREMCO roofing products including solvent free urethane roof systems(2) Utilizing Tremco MyOLI roofing database management system, which includes the following:- Providing and maintaining a comprehensive Roof Analysis Report on the roofs' construction, conditions, recommendations, etc. in both color hard copy and electronic formats for use as a database management tool and historical mechanism for repair and replacement activities.- Generating and providing the reports that include: roof construction, roof conditions (including flashings), description, number and condition of all projections, roof drawings in Autodesk AutoCad (CAD) .dwg file format, repair, restore or replacement recommendations with budget summaries and degrees of urgency, digitized photographs, detail drawings including all projections, scanned-in warranties, data from any infrared scan, core testing, roof tensile test, wind uplift test and any data provided to the Contractor as a result of previous surveys and reports.- Providing biannually updates reflecting the results of the most recent maintenance visit, repair activities, leak responses, any major roof repairs, and roof level replacements.(3) Waterproofing the exterior of buildingsAdditionally, responses shall include documentation from TREMCO that all work completed by the potential contractor submitting the response will also allow the roof warranty to not be voided/extended by TREMCO. Additionally, the response shall include documentation that the contractor submitting the response has access, or can get access, to the roof database management system utilized by NIEHS (MyOLI). Any response that does not include this documentation will be determined to be not capable of meeting this requirementThis notice of intent to sole source is not a request for competitive proposals. Interested parties may provide their capabilities in meeting the specific requirement identified above. All responses shall be emailed to Daniel Burk at daniel.burk@nih.gov and are due by close of business 05/03/19. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
