                                        ****NOTICE OF INTENT TO AWARD SINGLE SOURCE****                                       THIS IS NOT A SOLICITATION FOR PROPOSALS/QUOTESThe Air Force Installation Contracting Center/773d Enterprise Sourcing Squadron intends to negotiate a Firm Fixed Price Purchase Order on a single source basis (FAR 13.106-1(b)) Soliciting from a single source. The proposed source is Envolvemedia LLC., 5802 Tidewater Preserve Blvd Bradenton, FL 34208-5740.  The period of performance shall be one (1) base year for a period of 12 months.  The work to be performed under this contract shall be performed virtually with participants and attendees at various locations throughout the Continental United States and Outside Continental United States at Air Force installations and service academies in support of the Air Force Medical Service’s Senior Leadership Workshop and Training. The purpose of this performance based, non-personal services & IT requirement is to provide

Adobe Connect access, Adobe Connect training and event support for the Air Force Medical Service’s (AFMS) 2020 Senior Leader Workshop from December 7-11, 2020. In the COVID environment, having access to Adobe Connect as an alternative to in-person conferences will enable the AFMS to offer large-scale, virtual professional development courses. The contractor will provide ongoing technical maintenance and hosting for web programs and products that are delivered. The goal and scope of this requirement is to include one 500-connection main room and four 100-connection breakout rooms and Virtual Training: Customized Adobe Connect -To Train Event Facilitators.  This requirement is for a base year of twelve (12) months with no option years. The contractor shall conduct a project kick-off meeting, via teleconference, so that both the contractor, and AFMS representation have the opportunity to confirm understanding of the scope of work.  The contractor shall develop a comprehensive Project Management Plan (PMP) in draft for review by and coordination with AFMS within 10 days of the Project Kick-off meeting.The PMP must outline the deliverables that are necessary to meet the Government’s specific requirements. Activities to complete this task include a management plan that provides a project timeline of deliverables and expected completion dates. The PMP is a supplemental document that will serve as a roadmap or blueprint for the conduct of all other project tasks. It should identify contract requirements, outline communication processes, detail roles and responsibilities, establish subtasks, deliverables, and suspense dates, and provide a detailed cost summary for each task (e.g., include a schedule for monthly financial reporting and required project status reporting). The contractor shall use a progressive elaboration approach to update the AFMS on a quarterly basis with increasing levels of detail as additional information is received regarding priorities, constraints, task suspense dates, etc.                                                                                                                                Contractor shall provide Requirement needs IAW the Statement of Work dated 23 October 2020; CDRLs A001, A002; DIDs A001, A002 and the following (Please See Attachments for DATA ITEM DESCRIPTIONs and SOW):                                                             -Adobe Connect Meeting Hosted Named Host Hosted  (Minimum Order 5) - 12 Months  Adobe Inc. - 38046092JA.                        -  -Adobe Connect 9 Webinars Hosted Shared Webinar (500 seat room) - 12 months  Adobe 65257880JA.                                             -Live Event Support - One Virtual Support Producer 3 Days* December TBD - 7:30AM-5:30PM EST Daily (Coordinate with Contract Officer Representative during kickoff meeting for exact number of days and dates).                                                                            -1 Main Session, up to 4 Breakout Sessions.                                                                                                                                          -Virtual Training: Adobe Connect -To Train Event Facilitators Customized Agenda - Up to 12 Students (Customized, Extent of training, dates and times will be finalized during Kick-off meeting)                                                                                                           -Virtual Event - Event Design & Creation, Registration, Set Up, Analytics, Geomapping, Communication and Configuration Emails     -Room Set Up, Content Upload & Validation  for up to 21 Presenters, Dry Run Support- Four 60 Minute Sessions.                          ---Telephone support during the POP through the manufacturer five (5) days per week (Monday - Friday).  International phone support will also be provided during normal business hours by local Contractor affiliates.                                                                      -Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, such that OEM warranty and services are provided and maintained by the OEM.  All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.                                                                                                                                                                                                                     There is a 100% Small Business set-aside restriction for this requirement.  The intended procurement will be classified under North America Industry Classification System (NAICS) 541511 with a size standard of $30M.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.If a vendor challenges the basis of this requirement, please email product capability statements (formats for submission: PDF, MS Word, or MS Excel) to Jacqueline Davis at jacqueline.davis.17@us.af.mil.  Closing date for challenges is no later than 10:00 AM CST on 09 Nov 2020.  No phone calls will be accepted.
