This will be an update to the existing plan to ensure that it is eligible for approval under the 2023 FEMA Hazard Mitigation regulations and guidance.The LHMP will be researched, facilitated, and drafted by the Contractor, in partnership with the City of Pasadena’s Emergency Services Manager and with the assistance of other city staff and in consultation with various community stakeholders.BackgroundThe City of Pasadena is an urban city located in Los Angeles County, California, that is 23.11 square miles with a population of 138,771 per the 2021 Data USA. The four largest ethnic groups that make up the City’s population are the following: 36.67% White, 32.98% Latino, 17.41% Asian, 7.78% Black
per the 2020 census with 30.6% being foreign-born. This population size makes the City of Pasadena the 9 th largest city in the County of Los Angeles. The City of Pasadena is home to various historical landmarks, the Rose Bowl, and the host of the internationally famous Tournament of Roses annual parade. Additionally, it is the home of Caltech, JPL, Langham Huntington Hotel, and various business in Old Pasadena district. Pasadena has a Mediterranean climate, with typically hotter summers and slightly cooler winters than nearby coastal areas. Its location relative to the San Gabriel mountains allows the orographic lift to tac on several more inches of rainfall per year than nearby areas. The average temperature for the year in Pasadena is 63.9°F (17.7°C). The warmest month, on average, is August with an average temperature of 74.7°F (23.7°C). The coolest month on average is January, with an average temperature of 54.4°F (12.4°C). The highest recorded temperature in Pasadena is 113.0°F (45°C) and the lowest recorded temperature in Pasadena is 17.0°F (-8.3°C).
