Solicitation Reference #: KJK-8323Title: Employment Support Services at correctional facilities (various)Available Date: 11/19/2021Due Date: 12/7/2021 4:00:00 PMBid Synopsis: Through this request for bid, the Department of Corrections (DOC), Division of Adult Institutions (DAI), is requesting bids for the purchase of Employment Support Services (ESS) for female individuals under DOC care (i.e., Person In Our Care or PIOC).

The DAI facilitates work release programming at two of its minimum-security female correctional centers, which are part of DOC's Wisconsin Women's Correctional System (WWCS).

The purpose and goal of the Work Release Program is to successfully reintegrate PIOC into the community by helping PIOC develop job skills, a positive work ethic, and self-sufficiency skills. A portion of the income earned by participants is used to reimburse the State for the cost of room and board. Income earned also contributes to PIOC obligations such as: child support, court

ordered obligations (such as restitution), and victim/witness surcharges. Employment Support Services are an integral part of DAI meeting these goals and contributes to successful PIOC reentry into the community.

PIOC identified for work release placement require ESS assistance in: identifying work skills for prospective employers; creating resume and cover letters; developing/improving interview skills; entering on-line applications; obtaining appropriate identification for employment; obtaining clothing and tools for employment; transportation to/from job sites; and, other activities for finding and maintaining employment.

Bidders may submit pricing for one or both service locations. The DOC intends to use the results of the RFB process to purchase Employment Support Services at each of these DAI facilities (service locations) offering work release programming:
• Milwaukee Women’s Correctional Center in Milwaukee, WI
