The district currently consists of 47 campuses and 9 District Sites. Lamar Consolidated Independent School District is currently requesting proposals for commercial refrigeration equipment preventative maintenance, repairs, and related items. This proposals will be evaluated and selected on what best meets the needs of the District. The District desires that the vendor meets or exceed the specifications provided in this proposal. Length of Solicitation This solicitation is for a “sole award” to the vendor who meets or exceeds the requirements listed herein. The contract period shall be for one (1) year with the option to renew for four (4) additional years dependent upon Board approvals. Terms and Conditions This solicitation shall be governed by the following documents which are incorporated herein. Any exception to the terms and conditions must be included in the Proposer’s response. Vendor Minimum Acceptable Score: 70-point total minimum Vendors under the 70-point mark shall not be considered for further evaluation. Evaluation Criteria Point System 1 Purchase price – Proposal should offer a fair and reasonable price for items to be procured by Lamar CISD. Pricing will be calculated using the complete equipment list within this document. 30 2 Reputation of the vendor and of the vendor’s goods– Proposer should have a solid reputation with entities that shows a high level of customer service and a high level of quality of goods. References shall be contact via e-mail. 25 3 Quality of the vendor’s goods– Service to our LCISD account in accordance with the outlined specifications. • Perform specific repairs using OME parts 10 4 Extent to which the goods meet the district’s needs – • Onsite repairs within 24 hours of service call • Offer repair on majority of our listed manufacturers • Offer an expedited delivery time 10 5 Vendor’s past relationship with the district 15 – Good business with LCISD, staff recommends use again 10 – Good business with no documented issue OR never performed business with LCISD but has experience with other school districts or government entities. 5 – Past performance was documented as being poor. 15 6 Long-term cost to the district to acquire the vendor’s goods • Accepts Purchase Orders • Warranty, term or limited offerings 5 7 Ability to service our accounts with proper staff – • Provide a dedicated sale representative to our LCISD account for this transaction. 5 8 TOTAL 100 POINTS 49-2023SE RFP Child Nutrition (CN) Commercial Refrigeration Kitchen Equipment Repair and Related Items 4 SCOPE OF WORK AND SPECIFICATIONS Preventative Maintenance Specification Bidders shall offer firm Preventative Maintenance pricing based on the tasks and equipment listed on the following pages. Bidders for refrigeration preventative maintenance and service shall be licensed by the Texas Department of Licensing and Regulations with an Air Conditioner and Refrigeration Contractors Licensed with a Commercial Refrigeration endorsement. All pricing shall meet the following criteria: • Establish equipment maintenance program with scheduled inspections and calibration to meet OEM specifactions. • The Program shall be customized to meet the Child Nutrition Departments specific equipment in Lamar CISD. • To provide early warning signs of repair needs to avoid major break downs and costs. • Preventative maintenance tasks shall be performed two (2) times a year, during the school district scheduled Summer and Winter breaks. • A report shall be completed for each school after the preventative maintenance service call is completed. The report shall contain the following: • Checklist (provided by Lamar CISD Child Nutrition) of preventative tasks completed. • Recommendations of any repairs which need to be made. • Quotes for any recommended repairs. • Service Date and Technician’s name legible written. Below is a general description of tasks that shall be completed. Cold Equipment Tasks: • Temperature Calibration – Refrigerators should maintain an internal temp of 34 – 40 degrees F and Freezers should maintain zero to minus 10 degrees F • Operational – Check hinges, latches, seals, door and window heaters, evaporator unit, fan blades, covers, wiring fan rotation and bearing. • Ventilation – Check allowed efficient air flow and maximum thermal transfer. Cleaning air vents and openings shall be standard practice during preventative maintenance. • Insulation – Shall be inspected and checked for any leaks. • Drainage – Drains shall be inspected and checked for clogs or any other restrictions to maximize the operation of the cooling of the unit • Electrical – Voltage shall be verified and checked for any type of fire hazards or shorts. 49-2023SE RFP Child Nutrition (CN) Commercial Refrigeration Kitchen Equipment Repair and Related Items 5 LOCATION ADDITIONS During the period of the contract derived from this proposal, if additional building or facilities are built or acquired, the District may request additional services for these building/facilities. The contract price may be increased in proportion to the original contract after mutual agreement between the Vendor and Purchasing Department. The same procedure shall be followed for decreasing the contract price if these services need to be discontinued for certain buildings/facilities. New construction and reconstruction are ongoing in the District. Insurance Conditions All insurance coverage shall be issued on an Occurrence basis (except Professional Liability) by companies acceptable to District and licensed to do business in the State of Texas by the Texas Department of Insurance. Accordingly, the parties agree that the following terms and conditions apply to the Contract between the District and in all situations where Vendor has been paid or will be paid with federal funds: REQUIRED CONTRACT PROVISIONS FOR NON-FEDERAL ENTITY CONTRACTS UNDER FEDERALAWARDS APPENDIX II TO 2 CFR PART 200 (A) Contracts for more than the simplified acquisition threshold currently set at $150,000, which is the inflation adjusted amount determined by the Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) as authorized by 41 U.S.C. 1908, must address administrative, contractual, or legal remedies in instances where contractors violate or breach contract terms, and provide for such sanctions and penalties as appropriate. These requirements do not apply to the purchases of supplies or materials or articles ordinarily available on the open market, or contracts for transportation or transmission of intelligence. Pursuant to Federal Rule (E) above, when LCISD expends federal funds, Vendor certifies that Vendor will be in compliance with all applicable provisions of the Contract Work Hours and Safety Standards Act during the term of an award for all contracts by LCISD resulting from this procurement process.
