U.S. DEPARTMENT OF THE TREASURYOFFICE OF TECHNICAL ASSISTANCEBANKING & FINANCIAL SERVICES TEAMSENIOR ADVISORThe U.S. Department of the Treasury, Office of Technical Assistance (OTA) is recruiting an individual on a competitive basis to serve as a full-time Senior Advisor under a personal services contract for its Banking & Financial Services Team. The position is US-based and significant international travel is required.OTA provides technical assistance to countries seeking to strengthen their financial systems and which are committed to reform. The Banking and Financial Services Program (BFS) works to provide strategic advice, technical assistance, and capacity building to central banks, ministries of finance, banking and non-banking supervision and resolution authorities, deposit insurance agencies, and related entities in countries with emerging or transitional economies. Through its work, BFS seeks to facilitate the development of sound financial policies, regulations, and
oversight and to promote the establishment and maintenance of responsible and inclusive financial sectors around the world.SCOPE OF POSITION: The Senior Advisor will provide a wide range of support to the BFS team throughout the program lifecycle, from facilitating effective project assessments, proposals, and related project design, to supporting in the monitoring, evaluation, and oversight of BFS projects focused on (but not limited to) financial inclusion, bank and non-bank financial sector supervision, problem bank resolution, and financial stability. As appropriate, the Senior Advisor may also provide limited technical assistance to counterparts on topics relevant to their area of expertise. The Senior Advisor will be required to travel extensively internationally to successfully perform their duties (approximately 25-30%).The Senior Advisor works closely with Advisors, Senior Advisors, and Program Officers, and reports to the Associate Director (BFS). The Senior Advisor will support project quality and implementation including through the development of effective logical frameworks and indicators and related data collection necessary for ongoing monitoring and evaluation of projects. The Senior Advisor will also support the Associate Director on internal functions such as budget exercises, Community of Practice leadership, and knowledge management. The Senior Advisor may also provide limited technical assistance to global project counterparts to achieve financial sector goals as agreed upon and in line with their knowledge base and area of expertise. The advisor will work in developing and transitional countries worldwide to support U.S. Treasury and U.S. Government economic and national security objectives. The advisor may be deployed to countries with elevated threat levels.QUALIFICATIONS:Strong technical writing skills;Excellent problem-solving and analytical capability;Highly effective communication (oral and written) and public presentation skills;Interpersonal skills to include ability to work as a team member and team leader, establishing effective work relationships that increase information flow and productivity both internally and with global counterparts;Advanced degree in international affairs, social science, economics, project management or another related field preferred;Experience in assessments, evaluations (e.g., performance, impact), and/or targeted research;Experience in performance monitoring work including, but not limited to, developing Theories of Change, results frameworks, performance management plans, performance indicators and reference sheets, and data quality assessments;Experience managing multiple stakeholders across complex projects;Experience on administrative, budgetary, and operational policies and procedures related to international technical assistance;Experience on foreign assistance projects (could include USAID and/or other members of the foreign assistance donor community, e.g., the IMF, World Bank, multilateral development banks, and other providers of assistance);Experience engaging with financial sector actors on technical themes such as:Financial sector developmentFinancial inclusion and consumer educationBanking and non-banking supervisionProblem financial institution resolutionConsumer protection and market conductDeposit insurance systemsCredit analysisFinancial system stabilityPayment systemsInsurance sector supervisionCentral bank operationsMonetary policyInternal auditAccounting and International Financial Reporting Standards (IFRS)International experience, particularly in developing/emerging markets, and prior overseas work experience in challenging environments is highly desirable;Ability to travel internationally (approximately 25-30%);Foreign language capabilities are a plus.Candidates must be U.S. citizens.Background checks and Security Clearance: SECRET.Must be able to obtain and maintain a SECRET level security clearance. Successful applicants must be able to obtain State Department medical clearance for worldwide travel. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations prescribed by the Office of Technical Assistance not to exceed the Senior Executive Service EX- III hourly equivalent.
