The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate a Firm, Fixed Price type contract for United States Marine Corps (USMC) Wounded Warrior Regiment (WWR) Complex Medical and Psychological Health Support Services, on behalf of Navy Bureau of Medicine and Surgery (BUMED). The Government intends to solicit this requirement unrestricted using the procedures in FAR Part 12 “Acquisition of Commercial Items” and FAR Part 15 “Contracting by Negotiations.” The Small Business office has reviewed this market research and concurs with the acquisition strategy identified herein. Award will be made on a best value (trade-off) basis. This program supports the BUMED transition and coordination of care strategy by providing medical and psychological health support, to include facilitating cross agency and multidisciplinary care, and connection with state of the art specialized services for Marines as they move through the
recovery-rehabilitation-reintegration continuum. The complex medical and psychological Health support services include: evaluation for psychological or behavioral health issues, substance abuse problems, suicide risk assessment, manifestations of traumatic brain injury (TBI), and related health care needs; advocacy for complex medical and psychological care and referrals for military, VA, and community-based services; provision of psychological health education and outreach; and facilitating coordination of care with the many entities involved in the continuum of care for WII Marines (e.g. case managers, Federal Recovery Coordinators (FRC), clinicians, rehabilitation and treatment programs, pain management services, Recovery Care Coordinators (RCC), District Injured support Coordinators (DISC) and various military support agencies). The headquarters of the Regiment is located at Quantico, VA. There are two Battalions, one on the West Coast at Camp Pendleton, CA and one on the East Coast at Camp Lejeune, NC each with several subordinate Detachments. The base period of performance for this acquisition is anticipated to begin on 29 September 2021 and continue through 28 September 2022. The proposed contract will contain four one-year options periods. FAR 52.217-8 “Option to Extend Services” will be included in the solicitation and contract. The option will be evaluated in accordance with FAR 17.206(a). The Product Service Code (PSC) and North American Industry Classification System (NAICS) codes applicable to this follow-on requirement are R499 (Professional Support- Other) and 621999 (All Other Miscellaneous Ambulatory Health Care Services). The Small Business size standard associated with 621999 is $16.5M. The solicitation will be made available electronically upon its release at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil and beta.sam.gov. It is anticipated that the solicitation will be released on or about 18 May 2021. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments. The Government will not pay for the information received. It is anticipated the solicitation will be released seven days (7) after this synopsis. The closing date for the receipt of offers will be set forth in the RFQ.
