INTENT TO SOLE SOURCENational Establishment Time-Series (NETS) Database#SS-OFR-22-107The Bureau of Fiscal Service (Fiscal Service), on behalf of The Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC), intends to contract with Walls & Associates, 1891 Curtis St Unit 1910, Denver, CO 80202-1949 on a sole source basis. There is no competitive vendor or regulatory agency that provides these datasets. The proposed Contractor developed and owns the propriety and patented hardware, software and algorithms that are used in these products and support the services specifically required for this acquisition; thereby, the proposed source has the sole unique technical and other resources required for this acquisition.The OFR/FSOC is pursuing is pursuing subscription data access to NETS Dabase..The National Establishment Time-Series (NETS) database provides a time series dynamic view of the U.S. economy. Snapshots of over 78 million businesses are provided

containing the full Duns Marketing Information (DMI) file are provided for each annual release. Information such as; business name, address, contact information, and public/private status. Additionally, the NETS database provides linkages for headquarters creating a family tree of relationships between businesses and the number of establishments related to each other. NETS data also contains information related to the number of years a business was active, industry classification, establishment type, location employment rates and growth comparisons with peer organizations, and estimated annual sales with peer comparison and D&B credit ratings. Data is delivered in ASCII tab delimited format or Microsoft SQL server database file format in compressed files of 12GB and 13GB, respectively.The data provide information required for the development of research towards OFR climate initiatives. The administration issued an Executive Order on May 20, 2021 directing the OFR towards this objective, as well as assisting the Secretary of the Treasury and FSOC to assess and identify climate-related financial risk to financial stability. The data would facilitate the fulfillment of these objectives.The period of performance for the purchase order is anticipated to be one 24-month base period.The total estimated value of this purchase order will exceed the simplified acquisition threshold.NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.Fiscal Service will consider written responses received no later than 08/02/2022.
