The Internal Revenue Service (IRS) intends to award a sole source purchase order to Motorola,Inc., 809 Pinnacle Dr Ste G, Linthicum Heights, MD, 21090 for access to a statewide radio system thatwill provide Land Mobile Radio (LMR) intra-interoperable communications with state and localpublic safety agencies throughout the state of Illinois.A purchase order will be issued for a period of 12 months. Due to the uniqueness of thisrequirement, no other radio system is acceptable. This announcement constitutes the onlysolicitation. A written solicitation will not be issued, and quotes are not being requested. Theproposed contract action is for services for which the Government intends to solicit and negotiatewith only one source under the authority FAR 13.106-1(b). This service is being solicited andawarded as a commercial item in accordance with FAR Part 12.Justification: This is an agent safety issue. Motorola operates a statewide radio system that willprovide Land Mobile Radio (LMR) and interoperable communications between state and localpublic safety agencies. The system provides optimum RF coverage in areas of the country whereinvestigations are conducted. The radio system enables IRS agents to communicate directly witheach other, as well as other federal, state and local law enforcement agencies in a secureenvironment. It also serves to provide IRS special agents with officer safety in the event of anemergency.
