architectural firms indicating their interest and presenting their qualifications to provide architectural services for the renewal of the existing Vancouver Aquatic Centre located at 1050 Beach Avenue in Vancouver. Interested parties (“Respondents”) are required to respond to this RFEOI in accordance with the instructions set forth in this RFEOI. The RFEOI will be administered through this website (JAGGAER) that is the City’s electronic procurement portal (the “Supplier Portal”). Expressions of Interest may only be submitted via the Supplier Portal in the format requested by the City. Each Proponent is solely responsible for reviewing and complying with any Supplier Portal terms and conditions which apply to and govern the use of the Supplier Portal. If there is any inconsistency or conflict between the provisions of this RFEOI and the Supplier Portal terms and conditions, then the provisions of this RFEOI will govern. 2.0 Background Located next to English Bay in Vancouver’s West End, the existing Vancouver Aquatic Centre, built in 1974, is one of Vancouver oldest aquatics facilities. With a 50-meter 8-lane lap pool, dive tank and diving platforms including a 10-meter diving platform, and spectator seating, it is Vancouver’s only pool capable of hosting competitions. The existing approximately 75,000 square foot facility includes a fitness area, hot pool, sauna, and a shallow teach tank. The 2019 Vancouver Park Board VanSplash Aquatics Strategy identified that many of the building components of the nearly 50-year old facility are approaching the end of their functional lifespan and are in need of renewal to meet contemporary energy, accessibility, seismic, and program requirements. Vancouver City Council prioritized the renewal of the Vancouver Aquatic Centre through the approval of the 2023-2026 Capital Plan and Vancouverites approved this direction through the October 2023 plebiscite. 3.0 Description of Project Services needed include pre-design service to explore retrofit or replacement options, confirm siting, and develop a detailed functional program, followed by design and construction administration services of the selected option. 4.0 Description of Services The City seeks Expressions of Interest from Respondents who have expertise including pre-design feasibility work followed by design and construction administration services for the preferred option. The City has a fixed funding envelope within which to maximize program delivery. Details of requirements can be found under the 'Buyer Attachments' section on the following: 1. Schedule 1 - Description of Requirements; and 2. Schedule 2 - City Provided Documents. Please Note: Consortiums/joint ventures are acceptable and encouraged. 5.0 Site Description Location: 1050 Beach Avenue Zoning: RS 1 Floodplain: Flood Construction Level (FCL) of minimum 4.6 m (15.09 ft.) Description 6.0 Building Description The renewed facility is envisioned to include the following spaces (pending budget verification and possible phasing options): 50m lap pool Dive pool Leisure pool, Hot Pool, Steam & Sauna; and related spaces Spaces and spectator seating to support competition training and hosting Common spaces – change rooms, multi-purpose rooms, fitness rooms etc. Support service areas including offices, storage, mechanical rooms, etc. Childcare spaces – indoor and outdoor Outdoor leisure space and concession Parking Passive House or equivalent energy performance and LEEDTM Gold certified. Approximate areas of the building: The existing facility is approximately 75,000 square feet in area. An expanded program of approximately 135,000 square feet is contemplated based on 125,000 square feet to support VanSplash objectives and approximately 10,000 square feet of childcare space. The floor area will be confirmed based on preferred program option outcome of pre-design stage. 7.0 Anticipated Period of Issuance of RFP Should the City proceed to issue a Request for Proposals, the RFP will serve as the second phase of the selection process and will focus on the consultant team, including sub-consultants, and an estimated construction value. A number of Respondents may be shortlisted as a result of the RFEOI process.
