Bid #BLD2125483B1 - Wireless Mesh Security and Fire Alarm Network RFB Bid contact: Please log in to view Bid contact information Issuing agency: Broward County Board of County Commissioners, FL See other Bids by this agency Bid Comments: Scope of Work: Offers are requested for a fixed-price contract for furnishing all labor, materials, equipment, services and incidentals for the removal of hard-wired burglar & fire alarm monitoring systems and installation of wireless mesh alarm network systems throughout Broward County for the Facilities Management Division in accordance with the Specifications and Requirements. Economic Program Participation: This solicitation is open to the general marketplace. Refer to Office of Economic and Small Business Development Procurement Preferences for Broward County Small Business Enterprises and County Business Enterprises section for additional information. Bid Allowance Amounts: This solicitation includes pass-thru allowances. It is not necessary to
add your allowance amounts into your bid prices. Periscope S2G will automatically add the allowance amounts indicated to your bid total and will be reflected on the final bid tabulation. County/State License Requirements: In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements). Basis of Award: The basis of award shall be to the lowest, responsive, and responsible Vendor by total bid price. Vendor must bid all line Items in order to be deemed responsive and considered for award. The County reserves the right to award none, all or any combination as is in the best interest of the County and based upon the availability of funds. Refer to Special Instructions for additional information. Bid Guaranty : Each submittal shall be accompanied by a bid guaranty in an amount equal to five percent (5%) of the bid amount (refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements). Note to Vendors: If choosing "Download Bid Packet", the packet will not automatically include the following attachments: Specifications and Requirements and Exhibits 1 and 2. To download these documents, select download next to the individual file. To select these documents, select them from the list and choose "Generate Zip File". Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Periscope S2G. Submittals: Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through Periscope S2G, Supplier-to-Government. Refer to the Purchasing Division website or contact Periscope S2G, Supplier-to-Government for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through Periscope S2G, Supplier-to-Government by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Periscope S2G, Supplier-to-Government, immediately notify the Purchasing Agent and then contact Periscope S2G, Supplier-to-Government for technical assistance. Added on Mar 8, 2023: Addendum No. 1 The Bid Opening date is revised and will open on March 24 , 2023 at 2:00 PM . The deadline for entering questions into Periscope S2G concerning conditions and specifications of this solicitation is revised to March 13, 2023 at 5:00 PM . The deadline for submitting Requests for Approved Equals is March 14, 2023 at 5:00 PM . To all prospective bidders, please note the following changes and clarifications: Words in strikethrough type are deletions from existing text. Words in bold underlined type are additions to existing text. Special Instructions to Vendors, Section E is revised as follows: E. Requests for Approved Equals: Not applicable to this solicitation. A Vendor may submit a request for determination of approved equal status. Requests must be submitted on the Request for Approved Equals form and delivered by email to the Purchasing Agent designated in the solicitation no later than March 14, 2023 at 5:00 p.m. Late requests will not be considered. The County’s response to any such request will be issued by addendum. Specifications and Requirements Division 16, Section 16 00 00, Part 1, Subsection 1.1.E. is revised as follows: E. The required system software platform for monitoring and data management shall be the Alarm Center® for Windows from Security Information Systems (SIS) , OR EQUAL , as a single user system, including monitoring and dispatch module. Added on Mar 9, 2023: Addendum No. 2 Special Instructions to Vendors, Section M Certification/Qualification Requirements is revised as follows: • Prime Vendor shall should provide a minimum NICET Level II Fire Alarm Systems Technician at final system inspection. Specifications and Requirements Division 16, Section 16 00 00, Part 3, Subsection 3.3.A. is revised as follows: A. At the final inspection, a minimum National Institute for Certification in Engineering Technologies (NICET) Level II Fire Alarm Systems or approved qualified technician shall demonstrate that the system functions properly in every respect. All other terms and conditions remain unchanged. Added on Mar 24, 2023: Addendum No. 3 The Bid Opening date is revised and will open on April 7 , 2023 at 2:00 PM . The deadline for entering questions into Periscope S2G concerning conditions and specifications of this solicitation is revised to March 30, 2023 at 5:00 PM .
