DOT&PF Notice of Intent to begin Engineering & Environmental Studies: AMHS Storage Tank Replacement Project SAMHS-00088 / 00S896.
The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to remove and replace eight underground storage tanks (USTs) with above-ground fuel storage tanks (ASTs) at eight AMHS ferry terminals at the following locations.
            • Auke Bay        • Petersburg        • Sitka               • Cordova
            • Skagway         • Ketchikan         • Wrangell          • Valdez
The project construction would
   • Replace eight underground storage tanks (USTs) with the same size above-ground fuel
      storage tanks (ASTs). Six USTs store heating oil for on-site consumption; Two USTs
      store fuel for vehicles/machinery at Auke Bay and Skagway.
   • Install a six-foot high chain link fence with gate around new
ASTs.
Construction is projected for 2019.
************************************************************************The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017 and executed by FHWA and DOT&PF.Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., eagles, and cultural or historic properties.
The proposed project would comply with all applicable authorities including:
   • National Historic Preservation Act Sect. 106                      • EO-12898 (Env. Justice)
   • EO-13175 (Consult & Coordinate w/ Indian Tribal Gov.)     • EO-13007 (Indian Sacred Sites)
   • EO-11593 (Protect & Enhance Cultural Env.)                     • EO-11990 (Protect Wetlands)
   • Magnuson-Stevens Fishery Conserv Mgt Act                      • EO-11990 (Protect Wetlands)
   • Clean Air & Clean Water Acts                                            • EO-11988 (Floodplains Mgt)
