PROJECT BACKGROUND Emmet County is in the northern most part of the Lower Peninsula of Michigan. The population was 34,112 at the 2020 census. Its northern tip bumps into the Straits of Mackinac and Lake Michigan outlines its western boundary. Emmet County is a place where natural beauty and prosperity harmonize in a desirable and sustainable community. Snow plowing, snow removal and salting services enable the community to access the county’s quality public services, such as EMS, Sheriff’s Office and Courts. B. SCOPE OF WORK The purpose of this request for proposal is to invite prospective vendors to submit a proposal to supply Emmet County with snow plowing and removal services. The Vendor shall provide the following related to this particular RFP: I. Core Services The scope of work consists of snow plowing and removal services for five (5) Emmet County facilities. The snow season shall be defined as the period from October through April of each calendar year. However, the County reserves the right to request services at any time during the contract period if the need arose. All staking will be completed before mid-November of each year (as defined during the annual walkthrough, as applicable for new contractors). Driveways, parking areas (including walkways within the lots), garage and shed doors and gates will be cleared and periodically checked as required during snow events, so that snow accumulations shall not exceed three (3) inches. Snow piles/banks shall not be placed in such a manner as to block the view of a standard vehicle or block any parking space(s). Snow plowing and removal services must conform to the County's current operating schedule at the discretion of the County maintenance department manager. When requested by the County maintenance department manager, the contractor will load and haul snow to Emmet County fairgrounds on Charlevoix Avenue. The dumping of the County snow will be at no additional charge. County driveways and parking areas must be cleared and available for use by 6:30 AM ET. During times of continuous snowfall, if snow accumulations reach three (3) inches again in the same day, these areas must be cleared before 4:00 PM ET. II. Locations a.
