NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACTThe U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Region Acquisition Division (ERAD) and the Office of Marine and Aviation Operation (OMAO), using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis with Detyens Shipyards, Inc, located at 1670 Drydock Avenue, #236, North Charleston, SC 29405 for a firm-fixed price contract for drydocking and to renew an approximate 8’ by 12’ section of the port-side bilge hull plating for NOAA Ship NANCY FOSTER. NOAA Ship NANCY FOSTER, currently located in Charleston, SC, is in a “no sail” condition due to wasted steel discovered in the port-side bilge hull plating. The nature of this repair requires the vessel to be drydocked. Detyens Shipyards is located within 2 miles from the current location of the NANCY FOSTER. Due to its condition, the NANCY FOSTER would require an
escort to the next closest drydock facility located in either Virginia or Florida. Due to the risk of transit and high associated costs with transit and support for transit, a sole source award will be made to Detyens Shipyard, Inc. The North American Industry Classification System Code (NAICS) is 336611, Ship Building and Repairing. This notice does not constitute a solicitation - a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB) - and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
