This entity will not replace the efforts of those organizations that are implementing the work. Rather, the Nerve Center will coordinate among all stakeholders to ensure consistent communication, drive collaboration, and reduce duplicative efforts. Nerve Center operators must be well-respected across the many organizations and stakeholders that comprise San Bernardino. Given the complexity and urgency of these investments, the Nerve Center operators must possess an exceptionally strong ability to convene stakeholders, drive priorities, and manage, monitor, and support multiple projects. The Nerve Center will report directly to the Investment Playbook Advisory Board (i.e., community stakeholders, City staff, elected officials, etc.). Given the broad set of investments San Bernardino will undertake, the Nerve Center operators should be proficient across a wide array of issues, including public and private finance; real estate development; urban planning; local, state, and federal policy; education; housing; public health; and economics. Nerve Center operators should be able to converse with a wide range of interest groups and translate the City’s Investment Playbook overarching narrative and strategic goals across sectors to cultivate buy-in among stakeholders and turn investor and philanthropic interest into funding for projects.
