Repair and Preventive Maintenance of AMSTech AW5 Wire EDM Machine Sources Sought number: AMDTCSSN2401162 INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources. This notice is strictly for market research and information purposes only. Your responses will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. NIST is seeking responses from all responsible small business concerns. Small businesses are defined under the associated NAICS code for this effort, 811210, Electronic and Precision Equipment Repair and Maintenance, as those domestic sources having annual revenue of $34.0 million or less. Background: The Intelligent Systems Division (ISD) at the National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) owns
an AMSTech AW5 wire Electrical Discharge Machine (EDM). The Y-axis seal in the water tank has degraded and prevents operation due to water leaking out of the tank. The machine also needs pressure gauges, hose clamps and connectors replaced due to corrosion which caused the gauges to stop working properly. The AW5 wEDM also needs preventative maintenance (PM) completed to ensure the machine is operating to manufacturer specifications. ISD owns an AMSTech AW5 wEDM machine that was originally purchased in 2016. The machine is used regularly for the removal of Additively Manufactured (AM) parts built with Laser Powder Bed Fusion (L-PBF) and Directed Energy Deposition (DED) machines to conduct research in the metals-based additive manufacturing technologies for the purpose of developing and deploying advances in measurement sciences. To study the characteristics of these parts, the wEDM separates the AM parts from the build platform without disturbing the internal stresses and temperature conditions of the as-built parts. The Y-axis seals in the water holding tank have degraded and allow water to leak out of the machine preventing operation of the machine. Pressure gauges that monitor the pressure of water in the cutting/flushing heads are broken and prevent the monitoring of the pressure coming out of the heads. ISD requires that certified EDM Network technicians arrive onsite to make repairs to the machine and to perform a general preventive maintenance (PM) visit to ensure the machine is operating at optimal performance. Scope of Requirement: NIST is seeking information from all responsible small business concerns capable of performing preventive maintenance and repair services on the AMSTech AW5 Wire EDM Machine owned and operated by NIST. The AMSTech AW5 Wire EMD machine was manufactured by AMS Tech EMD, which is located in Taiwan. ISD needs the Y-axis seals in the water tank replaced, pressure gauges and hose fittings replaced, and general PM conducted on the machine, inclusive of all parts and labor. Specific Requirements: The specific requirements include the contractor traveling to NIST to visit the laboratory where the EDM resides. The contractor shall diagnose the component(s) that have failed causing the water tank to leak, the pressure gauges not to operate properly and perform general PM on the machine. The contractor shall provide the component(s) needed to repair the Y-axis seals including the replacement of all corroded bolts and nuts, connectors, gauges, hoses, etc. The contractor shall install the component(s). The contractor shall demonstrate proper operation of the wire EDM machine. Providing all travel, labor, and supplies necessary for performance of the described requirements shall be the responsibility of the Contractor. All support service shall be provided by capable service technicians. All service and parts shall be covered by the manufacturer’s standard commercial warranty. Specifically, the Contractor shall provide preventive maintenance support and repair service for the machine to ensure proper operation of the EDM with new Y-axis seals, pressure gauges, hoses/clamps, and full PM are completed. The Contractor shall diagnose the component(s) that have failed, provide the component(s) needed to repair the Y-axis seals, pressure gauges, and PM, Install the component(s) and demonstrate proper operation of the wire EDM machine. Ensuring proper operation shall include showing that the Y-axis seal does not leak, and the tank shall properly hold water; Pressure gauges shall work properly reading accurate pressure and contain no leaks; and the PM is completed with the machine operating to manufacturer’s stated accuracies and specifications. Specific description of experience and capabilities in relation to the key task areas identified in this notice. 4. Information on any GSA Federal Supply Schedules (FSS) or other Government-wide contracts through which the company offers these services, if applicable. Responses are limited to a maximum total of five (5) pages in MS Word or searchable PDF format. IMPORTANT NOTES This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will not be responsible for any costs incurred by the respondents to this notice.
