Notice of Intent to Sole Source for Field Support Management Services Application

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C. 2304(c)(5), as implemented by FAR 6.302-5, Authorized by Statue.The U.S. Army Contracting Command (ACC), Tenant Division, Aberdeen Proving Ground (APG), 6565 Surveillance Loop, Aberdeen Proving Ground, Maryland 21005 has a requirement to procure a Field Support Management Services Application to include customization of the application, license and maintenance. The effort includes but is not limited to, personnel planning data, field support requirements organizational data, hardware/software data, funding data and training data. The final product is a Commercial Off-The-Shelf (COTS) product which includes modules for each of the main areas of data with business process driven workflows for collecting data from users, dashboard

capabilities to view data a multiple levels of management, and built-in Admin functionality to control roles and permissions within the tool. All work to include customization of the application will be procured on a Firm Fixed-Price (FFP) basis. Annual Maintenance and Optional Support shall be included for the base year and four (4) option years.The Government intends to award a firm-fixed-price sole source contract to Angarai International, 9658 Baltimore Avenue, Suite 300, College Park, MD 20740. The vendor is a Currently Certified Small Business Concern under the Historically Underutilized Business Zones (HUBZones) program. The workflow management solution offered by Angarai International, Inc. is the only solution capable of performing the functions needed to meet this requirement and is only available through the sole proprietor and HubZone approved partner company Angarai International, Inc.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government’s intent to award this requirement as a HUBZone sole source award for this requirement.Interested parties may identify their interest and capability to respond to the requirement.
