The County is seeking proposals from qualified vendors to provide a comprehensive Property Assessment solution for County’s Office of the Assessor (ASR) to replace Assessor Information Management System (AIMS), a custom legacy (HP COBOL) application that serves the Assessor’s Standards, Services and Exemptions, Real Property, and Business Divisions. The Office of the Assessor annually creates, administers, maintains, and delivers, secured and unsecured assessment rolls and supplemental rolls net of exemptions, to the tax collector and controller to produce property tax bills, in compliance with Sections 601, 602, 75 through 75.8 of the California Revenue and Taxation Code. This Request for Proposals (RFP) is for the procurement of a commercial-off-the-shelf (COTS) Property Assessment solution and associated professional services, which includes one-time implementation services, data migration services, and software maintenance services. The County is seeking a software solution that
could be installed on the County’s Azure cloud platform. The County will only consider proven base systems and is not interested in beta systems nor the purchase of professional services to design and develop a customized system. The County requires a Property Assessment solution that has been successfully implemented in large Assessor agencies that closely mirror the County in terms of agency composition and volume. The County will only consider Azure cloud-based software solutions that: meet the technical and functional requirements as defined in this RFP. conform to federal, state, local, laws and regulations. have been successfully and effectively implemented in production environments with requirements that closely mirror that of the County. have been successfully and effectively implemented in at least one production environment in California. have been used to create and deliver (production) assessment rolls to the Controller and Tax Collector. The mandatory requirements of the solution are marked as “M” in Appendix A; proposals which do not meet the mandatory requirements will not be considered for further evaluation. Only one submittal will be accepted from each proposer, however the proposal may include alternative solutions. The County expects a turnkey, highly configurable solution with all software, implementation services, training, and software maintenance and support provided by the awarded Contractor. The solution should not obligate the County to manage additional contracts with third-party vendors. Therefore, if the solution includes the use of third-party software to support the application, the County expects the awarded Contractor to deliver their final solution including all supporting software, licensing, and interface development. Deployment of the solution will involve the partnership of the staff from the selected Contractor with County staff from the Office of the Assessor, and Technology Services and Solutions (TSS). This RFP may result in a single award. If an award is made, it is the County’s intent to award a contract with an initial implementation term, followed by a maintenance term of five (5) years unless terminated earlier or otherwise amended, with an option for the County to take ownership of the code. A non-mandatory pre-proposal conference will be held on the date and time specified in Section III.A of this RFP. Attendance at the pre-proposal conference is highly recommended.
