THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services: Fire Sprinkler and Standpipe System Inspection at the Roseburg VAMC. The Contractor shall furnish all necessary labor, supervision, materials, supplies, tools, equipment, and transportation to perform maintenance repair services in accordance with the specifications outlined in this contract. The NAICS Code assigned to this requirement is 541350 with a size standard of $10M. Potential candidates
having the capabilities necessary to provide the above stated services are invited to respond to this Sources Sought Notice via e-mail to Craig Brown at craig.brown7@va.gov no later than 03 Jan 2023, 3PM Pacific. No telephone inquiries will be accepted. SCOPE: Inspections shall be in accordance with the most current edition of NFPA 25, chapters 6 and 13 respectively and the manufacturer s recommendations. The work shall be performed in a manner that will ensure serviceability and prevent deterioration in value or effectiveness. The contractor shall have only competent and qualified personnel perform the work. There are approximately 40 fire sprinkler systems in the buildings on the Roseburg VA Medical center campus, the majority of which are wet systems but do include pre-action systems and anti-freeze loop systems. Annual fire sprinkler system inspections will be performed and certified for all systems located throughout the Roseburg VA Medical Center not to exceed 12 months between inspections. Inspection and maintenance shall be accomplished for all standpipe systems located throughout the Roseburg VA Medical Center not to exceed 5 years between inspections. Year one of the annual inspection and service of fire sprinkler systems will include the assessment and validation of systems in each building and collection of data to develop a list for conducting and tracking annual service and maintenance. Contractor shall be responsible for: Supplying all equipment, materials, and labor to accomplish task Supplying all required safety equipment Protecting veterans, visitors, and staff while working at RVAHCS. Other requirements are listed in VAF 2237 for this contract. Notifying the safety officer if any fire sprinkler systems are not serviced or located within 24 hours. The systems are in the following buildings: 1. Building 1 2. Building 2 3. Building 3 4. Building 7 5. Building 11 6. Building 13 7. Building 16 8. Building 17 9. Building 58 10. Building 71 11. Building 72 12. Building 81 13. Building 85 14. Building 86 15. Building 87 16. Building 88 Service Technician is to report to Safety prior to and upon completion of work. Service Technician is to provide a service visit report IAW NFPA and Joint Commission documentation requirements.
