This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Part I: General Information A. Introduction As part of the on-going spiritual care for patients of VA Illiana Health Care System (VAIHCS), VAIHCS Chaplain Service shall make use of Worship Musicians to provide music and vocals for VAIHCS worship events. This includes regular Sunday Mass and Protestant Worship and other special observances that may be scheduled at the same time. B. Scope The Worship Musician shall provide music for the weekly Sunday Mass and/or the weekly Protestant Worship services.
Additionally, the Worship Musician shall be called upon to provide music for other special observances throughout the year such as Christmas, Easter, Memorial services and other special events/celebrations. VAIHCS Chaplain Service shall also call upon the Worship Musician to provide vocals in the absence of a Chaplain Vocalist for these events. The Worship Musician shall be required to stay for the entirety of the worship event. The Worship Musician shall also provide appropriate music before the worship event starts and at the close of the service. C. Applicable Documents None D. Reporting Requirements The Worship Musician shall be required to report to the VA Police Service (Bldg. 102) to log in during normal working hours as well as after normal working hours. This check-in is mandatory. VA Police Service will issue a badge that will expire after 12 hours. The Worship Musician is now cleared to report the CHAPEL, CHAPLAIN SERVICE, BLDG # 49 or SOCIAL ACTIVITIES ROOM, VOLUNTARY SERVICE, BLDG #101, B102 to log in during normal working hours. This check-in is mandatory. When the service is completed, the Worship Musician shall document services rendered in the Worship Musicians log. It is the Worship Musicians responsibility to provide the facilitating clinical staff chaplain and/or fee basis chaplain the completed Worship Musicians log for signature directly following all Worship Services and special observances Part II: Work Requirements A. Technical Requirements The Worship Musician shall coordinate musical selections with facilitating clinical staff chaplain(s) and/or fee basis chaplain(s) for each individual service and special observance. The Worship Musician is responsible for ensuring musical selections correlate to the spiritual and/or religious themes communicated by each facilitating Chaplain and service. The Worship Musician will provide appropriate musical preludes, overtures and postludes for each individual service and special observance. The Worship Musician shall provide musical accompaniment and vocals for weekly Sunday Mass and/or Protestant Worship services. The Worship Musician shall provide musical accompaniment and vocals at Chaplain Service events within the greater Danville, IL area. The Worship Musician shall attend the entirety of each worship service, special observance and Memorial service. The Worship Musician shall provide music for special observances such as Christmas, Easter, High Holy Days, Memorial services and other special events/celebrations. The Worship Musician shall adhere to all perversely described Technical Requirements when preparing for and facilitating special observances. The Worship Musician shall record, in writing, all services rendered in the Worship Musicians log. Services provided will be recorded individually and confirmed complete by the services facilitating clinical staff chaplain and/or fee basis chaplain directly following each Worship Service and special observance. B. Deliverables None Part III: Supporting Information A. Security VAIHCS shall provide appropriate HIPPA and security training as needed. This acquisition does not require services that involve connection of one or more contractor-owned IT devices (such as a laptop computer or remote connection from a contractor system) to a VA internal trusted (i.e., non-public) network. The C&A requirements do not apply, and that a Security Accreditation Package is not required. B. Travel None C. Place of Performance VA Illiana Health Care System, 1900 E. Main St. Danville, IL 61832 VAIHCS worship events and special observances shall take place on the grounds of VAIHCS Danville, Illinois. The services are naturally held on Sunday morning in either the Chapel (Bldg. 49) or Building 104 Social Activities Room at 9:00 AM and 10:30 a.m. and at various other times in the locked wards in Buildings 101, 102 and 103. Locations TBD in the greater Danville, IL area The Worship Musician shall provide musical accompaniment and vocals at Chaplain Service events within the greater Danville, IL area. D. Period of Performance Period of Performance is October 1, 2020 through September 30, 2021 with four one-year option years exercised at the discretion of the Government. E. Government-Furnished Property None F. Qualifications of Key Personnel The Worship Musician shall be familiar with traditional liturgies common within the Catholic and Protestant Mass and/or worship order of service. The Worship Musician shall be familiar with both traditional and contemporary worship resources. The Worship Musician shall become familiar with and often employee traditional and contemporary worship resources available to the VAIHCS Veteran community. The Worship Musician shall maintain and/or seek to improve proficiency in their applied instrumental discipline, vocal pedagogy and theological/musical approach to worship leading. Individuals interested in supporting the VAIHCS Veteran community as a Worship Musician shall provide a live demonstration of their musical and worship leading abilities to the Supervisory Chaplain. G. Confidentiality and Non-Disclosure The Worship Musician position s sensitivity is designated as Low Risk and does not require access to the Department of Veterans Affairs computer systems. H. Other VAIHCS Chaplain Service shall provide the Worship Musician the following items: Schedule of VA Worship Services Schedule of special observances Schedule of facilitating Chaplains Contact information of facilitating chaplains Worship Musicians log VAIHCS shall provide the Worship Musician payment for each worship service and special observance facilitated and documented complete within the Worship Musicians log. Payment to the Worship Musician shall be on a monthly basis and shall include payment for the number of worship services and special observances provided from the first day of the month through the last day of the month. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address if applicable, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort and documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
