REQUIRED QUALIFICATIONS SUBMISSIONS\n\nEach consultant will submit a qualifications package to the Lake Winnipesaukee Association (LWA)\nthat will include the following components as described in detail below:\n\ne Cover letter indicating a primary contact for the qualifications package and that person's title,\naddress, phone number, and email address. The cover letter should include relevant professional\ncertifications (e.g., Professional Engineer, Certified Wetland Scientist, etc.).\n\ne Description of the respondent's general approach (i.e., \"philosophy\") to watershed planning, skills\nand specialties for which the respondent is qualified, and a summary of directly-relevant work\nexperience ofthe respondent. Responses must address how the respondent meets the desired\nqualifications; please consult Section V - SELECTION CRITERIA (below) for additional guidance.\n\ne Listof references including names, titles, contact information. These will preferably be clients for\nwhom similar work has been performed within the past five (5) years.\n\ne The project team, including project team organization, team member qualifications and the\nanticipated level of involvement of key team members in each phase of the project as described\ninthe project approach and scope of work.\n\ne Atechnical proposal that describes the team\u2019s project approach and scope of work (do not\ninclude budget, fee schedule, or any type of cost estimate).\n\ne A proposed project schedule.\n\nComplete and timely submittal of all required documents is mandatory for the qualifications package to be\nconsidered.\n\nEach consultant will submit the qualifications package via Dropbox\n\n(https://www.dropbox.com/scl/fo/uozrd9sa4z2bp7vgfOrwt/h?dl=O&rikey=rehx4imgcen90pv60rvesfzbgv) by close\n\nof business on December 1, 2022. The Dropbox link can also be found on the LWA\u2019s website at:\n\nRepresentatives from the Town of Wolfeboro, the Lake Winnipesaukee Association (LWA), and the New\nHampshire Department of Environmental Services (NHDES) will review qualification packages. After the\nqualifications-based ranking is complete, the top two to three ranked consultants may be invited for an interview\nif desired by the review committee. After the interview process, the top ranked consultant will be asked to\nprovide a task-based cost proposal, and the LWA and Town of Wolfeboro will proceed with contract negotiations\nwith that consultant. If these negotiations are not successful, the LWA and Wolfeboro will negotiate with the\nsecond ranked consultant, etc. until a contract has been successfully negotiated. PROJECT TEAM AND LEVEL OF PARTICIPATION\n\nThe qualifications package will identify the individuals responsible for managing the project and conducting\nspecific project tasks. The qualifications package will also include an estimate for the expected level of\nparticipation in the project tasks and in the overall project. An organization chart showing lines of communication\nand decision-making hierarchy will be included in the qualifications package.\n\nIll. PROJECT APPROACH/SCOPE OF WORK\n\nAttachment I provides Scope of Work Guidance to assist in the development of the project approach, scope of\nwork, and demonstration of qualifications. It must be clear how EPA elements \u2018a - i\u2018 will be addressed and also\nhow public participation and interaction with the various stakeholders will occur.\n\nIV. PROJECT SCHEDULE\n\nThe respondents will provide a schedule to conduct and complete the project. The schedule will include project\ntasks as identified in the Scope of Work. Project tasks will be laid out in a flow chart identifying the anticipated\ndates to complete each task and the interrelationship of conducting and completing these tasks. It is expected\nthat this project will be completed by October 31, 2024.\n\nV. SELECTION CRITERIA\n\nSelection will be based on the qualifications package. Respondents will be assessed based on the following\ncriteria.\n\n1. Specialized Experience of the Project Team (30 Percent)\n\nThe respondent will be rated on:\n\n(a) overall experience directly related to the successful implementation of similar projects that\ninclude planning, data analysis, watershed modeling, engineering, outreach, and working with\ndiverse stakeholders to achieve project goals\ndirect experience incorporating the U.S. Environmental Protection Agency (EPA) nine key\nelements (a-i) to develop watershed management and/or restoration plans\n(c) demonstrated ability to work with municipal government (town boards, public works officials,\netc.), state government (NHDES, etc.), local residents, nonprofit groups, universities, and other\nstakeholders in New Hampshire\nexperience and willingness to work with existing data, such as from municipal GIS layers, LIDAR,\nUNH, PSU, and NHDES water quality data, LoVoTECS, etc.\n\n(e) demonstrated ability to complete the work within the required schedule\n\n(f) demonstrated ability to effectively solicit, assess, and use comments and suggestions from\nstakeholders during project development\n\n(g) demonstrated success in developing and implementing innovative approaches to facilitating\npublic and project team meetings\n\n(h) experience in lake quality and environmental monitoring, modeling and data interpretation\n\n(b\n\n\u2014\n\n(d\n\n\u2014\n\nWolfeboro Bay Watershed Management Plan Development RFO Page 4 of 13\n" "v1.\n\n(iM demonstrated ability to conduct watershed modeling to achieve project goals (including build-out\nanalyses and water quality goal setting)\n\n(j) experience interpreting and applying New Hampshire water quality standards\n\n(k) demonstrated ability to identify structural and non-structural Best Management Practices (BMPs)\nand generate pollutant load and cost/benefit analyses for BMPs\n\n(I) proven ability to evaluate and propose solutions to address pollution from septic systems\n\n(m) experience designing and providing construction oversight for stormwater BMPs\n\n(n) experience working with municipal officials and stakeholders on public policy review and\nrecommendations\n\n(0) demonstrated ability to conduct effective public outreach and generate measurable results\n\n2. Project Personnel (30 Percent)\n\nThe respondent will be rated on the principal team member\u2019s role and participation level, project\nmanagement effectiveness, and the qualifications and experience of key personnel, their communication\nabilities, and availability during the project.\n\ne Project Manager 20 Percent\ne Task Managers 10 Percent\nProject Approach (20 Percent)\n\nThe respondent will be rated on the approach to the project scope outlined in this RFQ, the\nunderstanding of the project scope and schedule of work and the interfacing of tasks.\n\nQualifications for BMP Design Services (20 percent)\nThe consultant will be rated on their qualifications and experience regarding ability to provide design of\nstructural stormwater BMPs as described in Attachment | - Scope of Work Guidance, Section IV.\n\nREQUEST FOR QUALIFICATIONS (RFQ) INQUIRIES\n\nThe LWA will not respond to telephone inquiries about the RFQ.
