30mm PGU-46 Sources Sought Notice

The US Army Contracting Command-New Jersey on behalf of the Project Manager for Maneuver Ammunition System (PM-MAS) is seeking sources for the production of PGU-46/B High Explosive Incendiary (HEI), ammunition (Part Number: 28070543-103) that is MIL-STD-1316 and MIL-STD-331 compliant , Non-Traced and a HEI cartridge replacement for the currently fielded 30mm x 173mm HEI ammunition.SPECIFICATION: The ammunition must provide High Explosive Incendiary terminal effects with a non-self-destruct fuze that is MIL-STD-1316 and MIL-STD-331 compliant. The projectile shall not contain a trace. The ammunition shall be provided in a linked configuration and be capable of being fired from the GAU-23 30mm cannon with no additional weapon conversions or modifications required. The ammunition must have a valid Final Hazard Classification.The PGU-46/B High Explosive Incendiary (HEI) shall be procured to the PGU-46/B White Paper Addendum MK266 Specification and the CARTRIDGE, 30MM X 173: MK266, HIGH

EXPLOSIVE INCENDIARY WITH TRACE (HEI-T) performance specification. The performance specifications are both marked Distribution Statement "D." Distribution D means distribution authorized to the Department of Defense and U.S. DOD contractors only (Critical Technology). The performance specifications contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties. Offerors must be registered with the U.S./Canada Joint Certification Office.PLANNED ACQUISITION: The planned acquisition is for a FY19 procurement under a Firm Fixed Price (FFP) Special Ammunition & Weapons System (SAWS) Indefinite Delivery Indefinite Quantity (IDIQ) contract for quantities up to 300,000.SUBMISSION INFORMATION: Sources interested in supplying MIL-STD-1316 and MIL-STD-331 compliant, Non-Traced, High Explosive Incendiary cartridge replacements for the currently fielded 30mm x 173mm High Explosive Incendiary ammunition, should adequately describe their experience in medium caliber production and testing, their annual production capacity, and verification status of their proposed design for this ammunition.All interested parties should also submit a description of their capabilities along with sketches, drawings, specifications, brochures, monthly production capability, and/or test results for this ammunition, to include a Rough Order of Magnitude (ROM) price for a quantity of 200,000 cartridges in FY17.
