The Alaska Department of Transportation and Public Facilities (DOT&PF) proposes to adopt regulation changes in 17 AAC 45 Rural Airports of the Alaska Administrative Code, dealing with charging a Security Service Fee for each passenger that requires screening by the US Transportation Security Agency.17 AAC 45 Rural Airports is proposed to be changed as follows: Add a new proposed section regarding Security Service Fee that may include
An air carrier operating an aircraft capable of enplaning 60 or more passengers shall impose a security service fee of $0.50 for each enplaned passenger on that aircraft per one-way trip for air transportation originating at a rural airport.
The air carrier must impose the security service fee on a passenger who obtained the ticket for air transportation with a frequent flyer award, but it may not impose the fee on any other nonrevenue passenger.
Every month, the air carrier shall remit to the department all security fees collected
during the preceding month and, for that month, furnish an accounting that identifies the total number of enplaned passengers on whom it assessed the fee and the amount of fees assessed per each originating rural airport.
